7. On Page 2.05-47 Colowyo proposes to provide a specific plan for the following <br />year's reclamation in the preceding year's Annual Reclamation Report (for <br />example, the specific details of the 2010 reclamation would be contained in the <br />2009 Annual Reclamation Report). The Division does not agree with this <br />approach. The purpose of the Annual Reclamation Report, as stated in Rule <br />2.04.13, is to document reclamation activities for the previous year. The Annual <br />Reclamation Report is not intended as a means to propose plans for future <br />reclamation. Future reclamation plans must be addressed as a revision to the <br />permit. <br />A detailed topsoil redistribution plan for the upcoming year must be submitted as <br />a Minor Revision to the permit, prior to topsoil replacement. This revision will <br />provide details for a specific reclamation block(s) within the framework of the <br />approved topsoil replacement plan. A map or plate showing the proposed plan for <br />each year's reclamation block(s) will be included in the revision. This map or <br />plate will need to be a zoomed view of the reclamation block(s) so enough detail <br />can be shown. The scale of Map 5A is too large to provide this level of detail. <br />The proposed topsoil replacement plan revision will contain a map showing the <br />location of the topsoil replacement, and a description of the depth of topsoil that <br />will be replaced (the replacement zones, as discussed in question 1 above). These <br />annual plans may be included in a new appendix titled "Annual Topsoil <br />Replacement Plan". If major changes are proposed to the topsoil replacement <br />plan, a Technical Revision will be required. Please add this commitment, where <br />appropriate, to the narrative on Pages 2.05-46 through 2.05-50. <br />Colowyo's Response: <br />As discussed, Colowyo has removed this statement from the text and will continue to <br />utilize the revision process for major departures from the currently approved plan. <br />8. On the top of Page 2.05-48 Colowyo states that "...topsoil will be left in a rough <br />condition..." Please provide additional detail regarding the methods that will be <br />used to ensure that the topsoil is either left in a roughened state or roughened prior <br />to seeding. This practice is especially important in light of the fact that scrapers <br />are used for topsoil replacement at the Colowyo Mine, since scrapers contribute a <br />great deal of compaction to the topsoil. <br />Colotiwo's Response: <br />As discussed, Colowyo has provided additional detail in the text. <br />9. Although variable topsoil replacement for the West Pit and South Taylor Pit is the <br />primary focus of TR-82, there is no mention of the topsoil replacement activities <br />in the East Pit, the Gossard Loadout or the facilities area. It is assumed that since <br />these areas are not specifically mentioned in the text that the topsoil in these areas
