Page 8 <br />mining plan and the Mine Layout in Figure 1 of Exhibit 17 (Prediction of Surface <br />Deformation Resulting From Longwall Mining in the Dove Gulch Area). Panel 12 extends <br />farther west in figure 1. <br />With specific regard to the Bruce Park Dam, monuments might be located along the centerline of <br />Panel B-12 in the location of depths of overburden similar to the reach between the closest <br />mining of Panel 13 to the Bruce Park Dam and Terror Creek Reservoir. The line might consist of <br />ten monuments, 100 feet apart. The purpose is to validate the predicted angle of draw in an°area <br />of similar lithology and depths. <br />A similar line of monuments from the point of closest long-wall mining to the dam would <br />monitor actual effects of subsidence towards the structure. <br />A similar set of monuments would be applicable to detection of (no) subsidence as mining <br />approaches Dove Cave, if Dove Cave is to be protected. <br />Rule 2.05.6(6)(c)(i)(C) The orientation, location and elevation of each structure within the <br />permit and adjacent area shall be monitored. <br />Monitoring points to meet the requirements of this rule would be at (south side) the dam and <br />reservoir and in a line approaching Dove Cave. They should be a part of the monitoring <br />program. <br />Rule 2.05.6(6)(c)(i)(D) Monitoring of established monuments and structures shall be performed <br />at least quarterly, commencing one month prior to the initiation of mining beneath any <br />established monument or structure. <br />With regard to PR 10, the Panel B-12 monitoring should start before the angle of draw reaches <br />the 1St (closest) monument. To validate the angle of draw, the frequency of monitoring should be <br />increased. The spatial relationship between the longwall face and subsidence ahead needs to be <br />captured in concurrent and real time (to determine the angle of draw). The Panel 13 monitoring <br />should start before the angle of draw reaches the closest monument to the long-wall mining. <br />Monitoring of hydrologic features is accomplished at least quarterly (revised page 2.05-115). A <br />requirement for quarterly monitoring needs to be added to the program for 20 subsidence <br />monuments proposed for areas of superimposed multi-seam extraction (revised page 2.05-115). <br />Rule 2.05.6(6)(c)(i)(E) Results of the monitoring program shall be submitted to the Division at <br />least semi-annually. <br />So required by the application (revised page 2.05-117).
