Page 5 <br />Rule 2.05.6(6)(b)(i)(C) A brief description of material subsidence damage or diminution of <br />reasonably foreseeable use of structures and renewable resource lands which could result <br />from the occurrence of the subsidence related phenomena described in accordance with Section <br />2.05.6(6)(b)(i)(B), including consideration of the definitions and considerations contained in <br />Sections 2.05.6(6) (e) (ii) (A), (B), and (C). <br />I believe that the following features could suffer damage or diminution of foreseeable use as a <br />result of subsidence from the proposed mining. <br />Springs and ponds. Described on page 2.05-105 and pages 20, 26, 31, 36 and 39, Exhibit 15, of <br />the PAP. <br />Groundwater. Described on page 2.05-105 and page 21 through 23, 32 and 38, Exhibit 15, of the <br />PAP. <br />Bruce Park Dam (and Terror Creek Reservoir). Described on pages 2.05-102 and 2.05-104 of the <br />PAP. The Bruce Park Dam (Dam) is outside the area of the angles of draw or within a zone of <br />direct subsidence (PAP page 2.05-104 and Exhibit 15). See also Volume 10. However, it is <br />within the range of seismic effects. No material damage from subsidence is anticipated for the <br />Bruce Park Dam, nor is any anticipated by seismic activity. I recommend the Division concur <br />with this conclusion. See Rule 2.05.6(6)(c) below for an evaluation of the monitoring program. <br />Wording on page 2.05-108 of the PAP might be changed to reflect that a detailed <br />subsidence study for the Terror Creek Reservoir and (Bruce Park) dam has been <br />completed. Stipulation 9 will have been complied with. <br />Hubbard Creek. Described on page2.05-102 and page 20, Exhibit 15, of the PAP. <br />Hubbard Creek road (portion). Described on page 2.05-105 of the PAP. A general description is <br />on page 43 of Exhibit 15. <br />Terror Creek. Described on page 2.05-102 and page 20, Exhibit 15,of the PAP. <br />Secondary roads and trails. Described on page 2.05-103. A general description is on page 43 of <br />Exhibit 15. <br />Dove Cave. Described on page 2.05-103. <br />Campsite. Described in the Cultural Resources volume. Recommend a reference be added to the <br />description in this section (page 2.05-103). In our discussions with Greg Wolff of the SHPO <br />office, this site is over areas of limited extraction. If so, there should be no adverse impacts. <br />Landslides. Pages 27, 32 and 42 of Exhibit 15. <br />I believe that the following features could suffer no damage or diminution of foreseeable use as a <br />result of subsidence from the proposed mining. <br />Hugh cabins located along Terror Creek. I believe there could be no effect; however, I found no <br />description in the PAP to substantiate this belief. <br />Terror Ditch. I found no description, however, it is being described as out of the area. <br />Curencanti-Rifle 230/3435 KV electric transmission line (power line) Described on page 2.05- <br />103 of the PAP.
