Page 2 <br />Another site, 5DT1326, a prehistoric campsite (campsite), was also identified in the cultural <br />survey. A field evaluation as "need data and testing" was a recommendation within the survey. <br />The description provided to me for review is not adequate to determine if the site is likely to be <br />affected by surface activities or planned or probable subsidence. If it is on a ledge of sandstone <br />that might collapse, it might be affected. If it is on a bench of soil materials, it might not be <br />materially damaged. Perhaps the survey report could be provided to us as part of the <br />"Confidential" part of the Permit Application Package. <br />As we reviewed, the State Historic Preservation Officer, by letter of March 15, 2006, finds no <br />effect to cultural resources. However, in their letter of October 27, 2000, they support the <br />preservation of the rock shelter in memory of Mr. Dove. <br />Rule 2.04.6(1)(e) Assist in the preparation of the subsidence control plan under 2.05.6(6). <br />The geology portion of the PAP is in compliance with this rule. <br />Rule 2.05.3(2)(b) Underground Mining. A detailed narrative and appropriate map(s), prepared <br />according to the standards of 2. 10, sufficient to describe all proposed surface disturbances to be <br />associated with the underground mining activities within the permit area. Each operation plan <br />shall include a narrative, cross sections, map(s) and timetable(s) sufficient to describe the areal <br />extent of the proposed underground workings and the stratum to be affected. <br />Those sections of the PAP that apply to previously permitted activities were not reviewed. <br />Surface activities are not proposed, but underground activities might disturb surface features. <br />They are adequately described. The areal extent of the proposed underground workings is shown <br />on (the revised) Map 27. <br />Rule 2.05.6(6) Subsidence Survey, Subsidence Monitoring, and Subsidence Control Plan. <br />A general introduction is in the PAP on page 2.05-99 (in compliance). <br />Rule 2.05.6(6)(a) For underground mining activities the application shall include an inventory of <br />all structures and renewable resource lands which exist within the proposed permit and adjacent <br />area. <br />The inventory starts on (revised) page 2.05-99 of the PAP. The Bruce Park Dam is considered to <br />be within the adjacent area (revised page 2.05-99). Items listed include: <br />King Mine structures, private homes and outbuildings, Fire Mountain Canal, and Deer Trail <br />Ditch along old State highway 133 (PAP page 2.05-99). These items are at lower elevations than <br />coal mining, and are thus not subject to being subsided. These structures are not considered <br />hereafter in this review.
