The access to this coal needs to be cleared with the US <br />Forest Service, BLM, and SHPO (and made a part of the PAP to document no <br />misunderstanding). <br />Rule 2.05.6(6)(f)(iii)(B)(III) Areas in which no coal removal is planned, including a description <br />of the overlying area to be protected by leaving coal in place. <br />Mining is set back a distance (a buffer zone of un-mined coal) from the Bruce Park Dam and <br />Terror Creek Reservoir. Blocks of un-mined coal are also left within limited extraction areas. <br />Rule 2.05.6(6)(f)(iii)(C) Measures to be taken on the surface to prevent material damage or <br />lessening of the value or foreseeable use of the surface including such measures as: <br />Rule 2.05.6(6)(f)(iii)(C)(I) Reinforcement of sensitive structures or features; <br />Reinforcement of the Dove Cave is proposed on revised page 2.05-109. The proposal is support <br />the cave with timber posts is not supported by an engineering analysis, and I do not believe it will <br />work. Experience has demonstrated that sandstone units are fractured by flexure during <br />subsidence. An example is provided in Figure 10 on page 28 of Exhibit 17. The timber posts will <br />loose bearing when the floor of the cave subsides, with corresponding loss of timber post support <br />to the roof (or back) of the cave. The integrity of the sandstone ledge will be lost by fracturing <br />within the formation. With the loss of unit integrity, the posts will be left to support individual <br />blocks and fragments without lateral support. The integrity of the sandstone ledge just cannot be <br />preserved when subjected to undermining by total extraction. Options are to designate an <br />appropriate limited extraction zone to protect the structure, avoid the area entirely by setback as <br />for the Bruce Park Dam, or proceed with the mining plan but withdraw the need to protect the <br />cave. <br />Rule 2.05.6(6)(f)(iii)(C)(II) Installation of footers designed to reduce damage caused by <br />movement; <br />There is no proposal to exercise this option. <br />Rule 2.05.6(6)(f)(iii)(C)(III) Change of location ofpipelines, utility lines or other features; <br />There is no proposal to exercise this option. <br />Rule 2.05.6(6)(f)(iii)(C)(IV) Relocation of movable improvements to sites outside the <br />angle-of-draw; and <br />There is no proposal to exercise this option.
