11. In order to aid in the review process and under Rule 2.05.6(6)(a)(ii)(B), please add depictions to Map
27 for those portions of the Hubbard Creek road and the Terror Creek road that are within the permit
and adjacent areas.
The Division has no further concerns. In the submittal dated December 28, 2006, Map 27 was revised
to include the Hubbard Creek road and the Terror Creek road.
12. On revised page 2.05-107, under Section 2.05.6(6)(f}(i), it is stated that Map 27 depicts the depth of
cover. The depth ofcover numbers are present but the contours are barely visible. Please revise Map
27 to show the depth of cover contours clearly.
The Division has no further concerns. Map 27 was revised in the December 28, 2006 submittal.
13. On revised page 2.05-107, there is an entryfor Rule 2.05.6(6)(c)(i)(F). However, this rule applies to
the subsidence monitoring program, which is relevant only ifthere is a determination ofno material
damage or diminution of reasonablyforeseeable use. In order to avoid any confusion, please omit this
rule reference and move the information concerning the cessation of the subsidence monitoring
program to the text pertaining to Rule 2.05.6(6)(0 (v)(B) where the subsidence monitoringprogram is
described.
The referenced paragraph was moved from revised page 2.05-107 to revised page 2.05-118 in the
December 28, 2006 submittal. However, since a determination of no material damage has now been
made for the Bruce Park Dam and Terror Creek Reservoir, the Division is requesting in comment
number 4 above that BRL move the discussion of the seismic and subsidence monitoring program
designed exclusively for the Terror Creek Reservoir and Bruce Park Dam to Rule 2.05.6(6)(c).
However, as also requested in comment number 4 above, there will be a text entry under Rule
2.05.6(6)(c)(i)(F) after all, as it relates to the Bruce Park Dam and Terror Creek Reservoir, but it will
be for the contingency subsidence monitoring program.
14. On revised page 2.05-107, there are entries for Rules 2.05.6(6)(e) and (e)(F)(iv). However, Rule
2.05.6(6)(e) applies to the subsidence survey, which BRL has elected not to use in favor of the
subsidence control plan. In order to avoid any confusion, please omit these two rule references and
move the text information to Section 2.05.6(6)(b)(i)(B).
The Division has no further concerns. The two referenced sections were moved to revised page 2.05-
105 in the December 28, 2006 submittal.
15. The seismic monitoring program is mentioned in Section 2.05.6(6)(n(v)(B) on revised page 2.05-117,
and is described in Exhibit 18 of volume 3A. However, certain specifics are missingfrom the seismic
monitoring program description. Please revise Exhibit 18 of volume 3A to include specific details on
the start, frequency, duration and termination of the seismic monitoring program and the reporting
format and frequency ofsubmittal of the seismic data and interpretation. Also, on revised page 2.05-
117, please add a general overview discussion of the seismic monitoring program and report
requirements.
Exhibit 18 of Volume 3A and page 2.05-117 were appropriately revised in the December 28, 2006
submittal. However, since the discussion of the seismic and subsidence monitoring program needs to
be moved to Rule 2.05.6(6)(c), as mentioned in comment number 4 above, please move the reference
4
