Rule 2.05 <br />Please update the Probable Hydrologic Consequences section 2.05.6(3) ofthe permit application to <br />include a discussion of the hydrologic impacts of the operations proposed in PR-10. <br />The Division has no further concerns. BRL responded that no PHC updates were needed. The <br />Division agrees. <br />6. In order to assess the hydrologic impact ofproposed limited extraction beneath a portion ofHubbard <br />Creel, the Division requests that BRL develop a mine water inflow monitoring program, per Rule <br />2.05.6(3) (b) (iv). The monitoring program would include a survey of locations and rates of flow of <br />seeps in the limited extraction zone beneath Hubbard Creek. The appropriate permit text needs to be <br />revised to describe this monitoring program, including the methodology, a seep location map, seep <br />rate of flow measurements and the frequency of monitoring and reporting. <br />In the December 28, 2006 submittal, BRL revised page 2.05-78 to include a semi-annual seep <br />monitoring program, the results of which are to be submitted in the Annual Hydrology Report. <br />However, the Division requests that the seep monitoring and reporting frequency be on a monthly <br />basis until it is established that the development mining beneath Hubbard Creek is not affecting <br />Hubbard Creek. Please revise page 2.05-78 accordingly. <br />7. In Section 2.05.6(6) (a) of the permit application, please add the prehistoric campsite designated as <br />5DT1326 to the inventory of structures within the permit and adjacent areas. <br />The Division has no further concerns. Page 2.05-99 was revised in the submittal dated December 28, <br />2006. <br />8. Under Rule 2.05.6(6)(x), please add depictions and annotations of the Terror Creek Ditch and the <br />Deer Trail Ditch to Map 9, as they no longer appear to be presented on this map. <br />The Division has no further concerns. BRL pointed out that the ditch depictions are already on the <br />approved Map 23, Water Rights Location. <br />9. Although mentioned in Section 2.05.6(6)(a)(ii)(A) in the permit application, please add brief <br />descriptions for the Hughes Cabins, the Terror Ditch and for those applicable portions ofthe Terror <br />Creek road and the Hubbard Creek road. Also, please add a reference to the Cultural Resources <br />report as the description ofprehistoric campsite 5DT1326 <br />The Division has no further concerns. Pages 2.05-102, 103 and 104 were revised appropriately in the <br />December 28, 2006 submittal. <br />10. Portions of the Hubbard Creek road and the Terror Creek road are mentioned in Section <br />2.05.6(6) (a) (d) (A) on revised page 2.05-103. However, onlyportions ofthe Hubbard Creek road are <br />described in Section 2.05.6(6)(b)(i)(C) on revised page 2.05-105. Please revise page 2.05-105 to <br />include a description of the projected effects from subsidence on portions of the Terror Creek road. <br />The Division has no further concerns. Page 2.05-106 was revised in the December 28, 2006 submittal <br />to state that subsidence will not affect the Terror Creek road since it is outside the projected angle of <br />draw. <br />3
