is. Please revise Section 2.05.6(6)(n(v)(B) ofthe permit application to include an appropriate study <br />that verifies the angle of draw. <br />The Division has no further concerns. A report demonstrating the angle of draw was provided in <br />the December 28, 2006 submittal for inclusion into Tab 21 of Volume IIIA. <br />19. Because of the importance of the Bruce Park Dam and Terror Creek Reservoir, the Division <br />requests that, in addition to the request in the above comment for the confirmation of the angle of <br />draw, a separate confirmation of the angle of draw close to the dam be provided in Section <br />2.05.6(6)(f)(v)(B) of the permit text. This would also provide compliance, in part, with item <br />number 3 of Stipulation No. 9. <br />Referring to revised Map 14-B, subsidence monuments might be located along the centerline of <br />Panel B-12 in the location of depths of overburden similar to the reach between the closest mining <br />of Pane113 to the Bruce Park Dam and Terror Creek Reservoir. The line might consist of ten <br />monuments, 100 feet apart. The purpose is to validate the predicted angle of draw in an area of <br />similar lithology and depths. A similar line of monuments from the point of closest long-wall <br />mining to the dam would monitor actual effects of subsidence towards the structure. <br />The Panel B-12 monitoring should start before the angle of draw reaches the I" (closest) <br />monument. To validate the angle of draw, the frequency of monitoring should be increased. The <br />spatial relationship between the longwall face and subsidence ahead needs to be captured in <br />concurrent and real time (to determine the angle of draw). The Panel 13 monitoring should start <br />before the angle of draw reaches the closest monument to the long-wall mining. <br />The subsidence monuments for panels B-12 and B-13 should be shown on Map 27. <br />The Division has no further concerns. Map 27 and page 2.05-118 were revised in the December <br />28, 2006 submittal to include the two additional subsidence monument lines for panels B-12 and <br />B-13. <br />20. The GEI Consultants, Inc. letter of May 22, 2003, Re: Additional Analysis: Geotechnical <br />Evaluation of Mine Induced Seismicity on Bruce Park Dam was originally submitted to the <br />Division for Technical Revision No. 22 but never incorporated into the permit application. The <br />Division requests that this letter be added to Volume X Geotechnical Studies Bruce Park Dam. <br />The Division has no further concerns. The submittal dated December 28, 2006 contained the <br />requested letter, which is to be placed in Tab 3 of Volume X. <br />21. Rule 2.05.6(6)69 requires that the subsidence control plan be "prepared by appropriately <br />qualified professionals ". None of the reports in Exhibits 15, 16, 17 or 18 bear appropriate <br />certifications. In addition, the reports in Exhibits 15 and 18 do not identify who prepared the <br />reports. Please provide such information. <br />The Division has no further concerns. The December 28, 2006 submittal contained updated cover <br />6
