Bruce Park main and saddle dams, due to mine induced seismicity possibly causing the Bruce Park
landslide to negatively affect the Terror Creek Reservoir.
14. On revised page 2.05-107, there are entries for Rules 2.05.6(6)(e) and (e)(F)(iv). However, Rule
2.05.6(6) (e) applies to the subsidence survey, which BRL has elected not to use in favor of the
subsidence control plan. In order to avoid any confusion, please omit these two rule references
and move the text information to Section 2.05.6(6)(b)(i)(B).
The Division has no further concerns. The two referenced sections were moved to revised page
2.05-105 in the December 28, 2006 submittal.
15. The seismic monitoring program is mentioned in Section 2.05.6(6)(fi(v)(B) on revised page 2.05-
117, and is described in Exhibit 18 of volume 3A. However, certain specifics are missing from the
seismic monitoring program description. Please revise Exhibit 18 of Volume 3A to include
specific details on the start, frequency, duration and termination of the seismic monitoring
program and the reporting format and frequency of submittal of the seismic data and
interpretation. Also, on revised page 2.05-117, please add a general overview discussion of the
seismic monitoring program and report requirements.
Exhibit 18 of Volume 3A and page 2.05-117 were revised in the December 28, 2006 submittal.
Also, as requested by the Division, the reference to Exhibit 18 of Volume 3A was moved from
Rule 2.05.6(6)(f) to Rule 2.05.6(6)(c) in the January 30, 2008 submittal. However, due to the
changes noted in item number 4 above, a discussion of the monitoring program for the Bruce Park
landslide should be placed back into Section 2.05.6(6)(f)(v)(B). Please revise the permit
application text accordingly.
16. The subsidence monitoring program is described beginning on revised page 2.05-115 in Section
2.05.6(6)(f)(v)(B). However, not all of the subsidence monitoring is required by the Division. A
portion of the subsidence monitoring is required by the Division but a portion apparently is
required by the USDA-Forest Service. Some portions may have been required through both
agencies and some portions may be just for BRL's information. In order to avoid any confusion,
please include in the subsidence monitoring descriptions beginning on revised page 2.05-115
which subsidence data is required by which entity.
The Division has no further concerns. The various subsidence monitoring programs were.
described on revised pages 2.05-115, 116, 117 and 118 of the December 28, 2006 submittal.
17. The Division requests that a summary of subsidence monitoring stations be included in the permit
application, as has been developed for water monitoring, identifying purpose, stations, locations,
monitoring frequency, and better-defined start and end dates for some activities, and reporting
requirements. For example, when (in terms of spatial and time relationships) will monitoring take
place for lines 24 through 27 (see page 2.05-115)? Monitoring is to take place quarterly (page
2.05-116) for some items, but not others (photographs every 5 years).
The Division has no further concerns. The subsidence monitoring program summary was included
on page 2.05-122 of the December 28, 2006 submittal.
