RULE 2 PERMITS <br />~- - ~.. <br />.~._~_ e, _ _ . <br />__ ~~~ ._.._~~....:u__. Ya <br />Haul and Access Roads <br />All truck routes within the South Taylor area and connecting the South Taylor area to the existing <br />operation will be constructed as in-pit truck routes, due to their location within existing pit limits. <br />Therefore, all truck routes constructed during the permit term within the immediate mining area are <br />exempt from any construction specifications, since roadways within the immediate mining pit area aze not <br />included within the code of Colorado Regulations Defmition of "road" (Rule 1.04(111)). <br />In general, mining area truck routes aze built with a crown, are ditched on either side for proper drainage, <br />have berms of at least axle height on outside (downslope) exposures, and only exceed grades of nine <br />percent for distances of less than 100 yards. Typical truck routes aze from 75 feet to 120 feet wide, aze <br />surfaced with sized crushed rock, and are maintained with motor graders. <br />In order to access the Section 21 Sediment Pond and the Section 28 Sediment Pond during construction <br />and to access these areas for routine monitoring and maintenance operations, the existing two-track <br />Sturgeon Road will be upgraded. See Section 4.03 for construction requirements and Map 25B for road <br />design information. <br />2.05.3 (4) Operation Plan -Ponds, Impoundments, and Diversions <br />To control runoff, and protect surface and ground water quality, Colowyo will construct several new <br />sedimentation structures and diversion ditches. The designs for these features are presented in Exhibit 7, <br />Item 20. All ponds, impoundments, and diversions are designed to meet or exceed the requirements of <br />2.05.3(4) and 4.05.6. All sediment ponds will be constructed and maintained in accordance with the <br />• parameters mentioned in Volume 1, Section 2.05. Impoundments will be inspected quarterly as discussed <br />in Section 4.05.6. <br />2.05.3 (5) Topsoil <br />Prior to any mining related disturbances, topsoil will be removed from the site to be disturbed as <br />discussed in Volume 1, Section 2.05 (Topsoil Redistribution Plan) and Section 4.06 (Topsoil) and <br />redistributed or stockpiled as necessary to satisfy the needs of the reclamation timetable. <br />Topsoil will be removed in the permit area by lazge crawler mounted bulldozers, loaders or scrapers as <br />described in Volume 1, Section 2.05.3, Production Methods and Equipment. <br />The sequence and timetable for all topsoil redistribution and revegetation activities is found on the <br />Topsoil Handling Map (Map 28B). The overall life-of--mine topsoil balance is estimated in Table 2.04.9- <br />7. It should be stressed that these yeazly figures are estimates and can only be useful as a general guide to <br />topsoil removal or replacement during any given year. In 2006, TR-62 was approved for the current <br />permit to modify topsoil redistribution depths. The revision also included a requirement to annually <br />report topsoil stockpile volumes. See Volume 1, Section 2.05 under the heading "Topsoil Redistribution <br />Plan".
