RULE 2 PERMITS
open until the South Taylor progressions mine through the area. The postmining topography for the area
is shown on Map 19B.
The following is an updated volumetric summary (in millions) of projected Excess Spoil for previous and
future mining as of December 31, 2006:
(1) (2) (3) (4) (5) (6)
Overburden Coal' Waste Total Excavated, Swelled Excess
BCY BCY BCY BCY Overburden2 LCY Spoil, LCY
Mined as of 12/31/06 863.1 115.1 16.1 994 1055 61
Remaining life of mine 95.9 12.9 1.9 111 117 7
in West Pit
Section 16 Pit extension 3.5 0.4 0.0
Total Mine 962.5 128.3 18.0 1108.8 1176.6 67.8
'Coal conversion based on 1.1 tons/BCY
2Average swell of 20 percent
Total Mine Excess Spoil 68 LCY
Streeter Fill -47
West Pit Fill -19
Section 16 Fill - 2
Excess Spoil Remaining 0 LCY
Any remaining Excess Spoil would be utilized to achieve the postmining contours shown on Map 19.
Detailed geotechnical investigations were completed for both the West Pit Fill and the Section 16 Fill by
CTL/Thompson, Inc. Reports of the investigations are found in Exhibit 19. Construction plans for the
fills, addressing the requirements of Rule 4.09, Disposal of Excess Spoil, can also be found in Exhibit 19.
The topography following mining and reclamation activities is shown on the Postmining Topography
Map (Map 19). Cross sections relating the premining and postmining topographic configurations are
presented as the Premining and Postmining Cross Section Maps (Maps 20 and 20A).
In the initial permit application, Map 30, Experimental Practice Design, showed the proposed Streeter Fill
design. In the current application, the title of Map 30 has been changed to Streeter Fill Design and As-
Built, to reflect termination of the Experimental Practice designation, and provide an as-built drawing of
the constructed fill. As shown on Map 30, the minor differences between the design and the as-built
configuration are insignificant. The primary difference, which increases stability, is the change in the top
elevation of the fill from 7300 feet in elevation to 7200 feet.
Coal Handling Structures
Map No. 1 - Surface ownership shows pre-mining contours and Map 19A - Postmining Topography
Gossard Area shows post-mining contours of the loadout. All facilities not to be included as part of the
post-mining land use will be removed (see Section 2.05.5). After the facilities are removed, the land will
be regraded to blend with the existing undisturbed topography, retopsoiled and revegetated in accordance
with Section 2.05.4.
The detailed description of the various coal crushing, handling and loadout facilities for the Colowyo
operation is found under the Mine Facilities Section in 2.05.3. The location of the coal processing
facilities is found on the Existing Structures - North Map (Map 21) and the Existing Structures - South
Map (Map 22).
Rule 2 Permits 2.05-19 Revision Date: 6/23/08
Revision No.: MR-91
