Identification of Potential Pollutant Sources and Best Management Practices <br />Following are potential sources of stormwater pollutants at the site. For each source, the <br />appropriate Best Management Practices (BMPs) to reduce potential of these sources to contribute <br />pollutants to stormwater discharges are discussed. <br />1) Loading and unloading operations: Within the mine, ore and waste rock will each be <br />removed separately. Rock will be loaded on to 5-to-10 ton buggy haulage units inside the mine. <br />There is no stormwater drainage from inside the mine. The buggies will then be driven up the <br />decline, through the drift, out the mine portal, and up the haul road to either the waste rock dump, <br />or to the temporary ore stockpile site. <br />The temporary ore stockpile and waste rock dump are located about 300 feet south of the portal. <br />Ore will be unloaded from the buggy haulage unit on to the temporary ore stockpile and waste <br />rock will be unloaded in the waste rock dump area. In the dry climate of western Colorado, <br />leaching of metals from stockpiled waste rock would be relatively minor. Leach tests of waste <br />rock samples collected from an area drill hole in the host rock of the Last Chance Mine indicate <br />that most leachable metals are below the quantification limits or were detected at levels that were <br />below the EPA Drinking Water Standard. Furthermore, the pH was alkaline, indicating no <br />potential for acid mine drainage. <br />Ore haulage from the temporary ore stockpile to the mill will be carried out by trucking <br />contractors using 20-ton covered end dump trucks or similar vehicles which will be filled by a <br />loader at the temporary ore stockpile on a regular basis; estimated to be two or three truck daily at <br />peak production. <br />2) Outdoor storage of chemicals or equipment: Limited volumes of toxic chemicals including <br />motor oil, antifreeze, grease, etc., will be used in vehicles and equipment associated with mining <br />operations. These fluids will be kept in original containers of less than 5-gallon capacity and will <br />be stored in a locked storage container/office. Diesel fuel is brought in daily on pickup truck fuel <br />storage tanks. Mining explosives will be stored in an MSHA-approved underground powder <br />magazine located in the mine at the bottom of the decline. <br />3) Outdoor milling or processing activities: No milling or processing activities will take place <br />at the mine site. <br />4) Historic mine drainage: There is no drainage of water or other liquids associated. with <br />historic mining operations. <br />3
