Toelle <br />3500 State Hwy 120 <br />Florence, CO 81226 <br />RE: File No. M-1977-348; Boettcher Limestone Quarry; Review of Historical <br />Groundwater Data and Request for Additional Groundwater Sampling. <br />Mr. Toelle: <br />The Division of Reclamation Mining and Safety (DRMS) has completed its review of the <br />historical Cement Kiln Dust (CKD) Landfill Groundwater Monitoring Analysis Results <br />(second quarter 1999 through third quarter 2000) that were submitted Feb 1, 2010 for the <br />Boettcher Limestone Quarry site. Unfortunately, it does not appear that quarterly <br />groundwater sampling was continued as stipulated in the approval of TR-03, or that any <br />numeric compliance standards were set based on available data. <br />The primary concern of the Division at this time is the potential for impact to <br />groundwater as a result of CKD disposal on-site. Over the last approximately 10 years, <br />no groundwater sampling has been conducted to determine if the groundwater at the site <br />has been impacted, and if so, to what extent. <br />In order to release the site unimpaired at some point in the future, the operator must <br />resume quarterly groundwater sampling from the four existing on-site groundwater wells <br />to determine existing aquifer conditions. Please submit a groundwater sampling and <br />analysis plan (SAP), including proposed benchmark values for applicable analytes, to the <br />Division for review within 60 days. Please include the following in the SAP: <br />A current summary of relevant historical site information including, but <br />not limited to - maps of the site, CKD disposal areas and monitoring well <br />locations, duration of disposal activities and estimated amounts of CKD <br />placed at the designated areas, summary tables of CKD leachate testing <br />data for material placed in the disposal areas, summary tables of historical <br />groundwater monitoring data, monitoring well construction information, <br />any other available information that would be considered relevant to <br />Office of Office of <br />Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines
