Martin
February 18, 2010 Executive Director
Holcim US
Attn: Michael B. Toelle
3500 State Hwy 120
Florence, CO 81226
RE: File No. M-1977-348; Boettcher Limestone Quarry; Review of Historical
Groundwater Data and Request for Additional Groundwater Sampling.
Mr. Toelle:
The Division of Reclamation Mining and Safety (DRMS) has completed its review of the
historical Cement Kiln Dust (CKD) Landfill Groundwater Monitoring Analysis Results
(second quarter 1999 through third quarter 2000) that were submitted Feb 1, 2010 for the
Boettcher Limestone Quarry site. Unfortunately, it does not appear that quarterly
groundwater sampling was continued as stipulated in the approval of TR-03, or that any
numeric compliance standards were set based on available data.
The primary concern of the Division at this time is the potential for impact to
groundwater as a result of CKD disposal on-site. Over the last approximately 10 years,
no groundwater sampling has been conducted to determine if the groundwater at the site
has been impacted, and if so, to what extent.
In order to release the site unimpaired at some point in the future, the operator must
resume quarterly groundwater sampling from the four existing on-site groundwater wells
to determine existing aquifer conditions. Please submit a groundwater sampling and
analysis plan (SAP), including proposed benchmark values for applicable analytes, to the
Division for review within 60 days. Please include the following in the SAP:
A current summary of relevant historical site information including, but
not limited to - maps of the site, CKD disposal areas and monitoring well
locations, duration of disposal activities and estimated amounts of CKD
placed at the designated areas, summary tables of CKD leachate testing
data for material placed in the disposal areas, summary tables of historical
groundwater monitoring data, monitoring well construction information,
any other available information that would be considered relevant to
Office of Office of
Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines
