In the October 5, 2007 submittal, new permit page 2.05-24i <br />was revised to include a statement on the crowning of the haul road. <br />11. Rule 4.03.1(4)(e)(ii). No specifications for the gage of culvert material or anticipated loadings <br />were found in the application. Please include the design specifications appropriate this rule in the <br />application (suggest the segment-specific section under Item 4 above or a cross-section). <br />The Division has no further concerns. In the submittal dated October 5, 2007, new permit page <br />2.05-24i was revised to include a reference to previously mentioned design specifications on <br />approved page 2.05-21. <br />12. Rule 4.03.1(5)(a). No specifications for the wearing surface of the proposed road segment were <br />found in the application. Please include the design specifications appropriate to this rule in the <br />application (suggest the segment-specific section under Item 4 above or on a cross section). <br />The Division has no further concerns. New permit page 2.05-24i was revised in the submittal <br />dated October 5, 2007 to include a statement on the gravel surfacing of the haul road segment. <br />13. Rule 4.03.1(5) (b). No specifications for the source, or that materials will not be of acid or toxic <br />forming material, of the road surfacing material for the proposed road segment were found in the <br />application. Please include the design specifications appropriate to sub-sections of this rule in the <br />application (suggest the segment-specific section under Item 4 above). <br />The Division has no further concerns. New permit page 2.05-24i was revised in the submittal <br />dated October 5, 2007 to include a statement that acid or toxic materials won't be used in the haul <br />road construction <br />Rule 2.05.3(4). Ponds Impoundments Other Treatment Facilities and Diversions <br />14. Referring to revised Map 21-1, it would appear that a culvert is needed in ditch D48-1 where the <br />proposed haul road crosses the ditch and enters the new gob pile. Please provide designs and <br />revised pages and maps for such a culvert or explain why a culvert is not needed. <br />The Division has no further concerns. In the submittal dated October 5, 2007, new culvert J-8 was <br />added to the designs. Maps 15-1, 20, 21-1 and 224, Figure 1 and Exh-8-31 were revised. <br />15. There are several revised pages in TR-49 where it appears that the cumulative peak discharges <br />for two ditches do not add up. On revised page Exh-8-I80iv, the peak discharge for ditch J8-1 is <br />12.12 cfs. The peak discharge for ditch J10 is 625 cfs. Since flow from ditches J8-1 and J10 flow <br />into ditch J8-2, the peak flow in ditch J8-2 should be 12.12 cfs plus 6.25 cfs plus the peak <br />3
