The overall grade does not exceed 10 percent nor do pitch grades exceed 15 percent for any <br />consecutive 1,000 feet. <br />• To accommodate a low volume of larger delivery trucks, TCC made minor alignment changes to the access road. <br />These minor changes improve the alignment of the road through several short curved sections and are located <br />within the 200-foot road comdor, as indicated along the fmal 2,500 feet of the road. Additional gravel was also <br />added to the existing road consistent with the increased traffic requirements. The access road will not cause <br />material-damage to fish, wildlife; oraelated ea~rironmental values and will not contribute suspended solids`to'siream°'^ ~ -'°' <br />flow in excess of the State and Federal limitations. <br />The access road has been designed to meet the requirements of Rule 4.03.2 with consideration of the specific use, <br />volume of traffic, and weight and speed of vehicles as shown in Exhibit 25p. The fast 6,300 feet of road from <br />County Road #27 will remain as permanent road. Colorado Mined Land Reclamation Division (CMLRD) granted <br />approval in February of 1988 for the retention of the road as a permanent access (TR87-12; Permit C-81-071). <br />Reclamation of that particular section will be performed as discussed in TR87-12. The remaining 2,500 feet <br />leading to the settling pond will be reclaimed once mining activities cease, unless approved otherwise by the <br />Division. <br />3B. Shoo/Maintenance Area/Warehouse Access Road <br />TCC upgraded the access road into the Preventative Maintenance Bay as per the recommendation presented in the <br />report dated October 9, 1995, prepared by Northwest Colorado Consultants, Inc. The access road certification is <br />contained in TCC's road certification file. This particular certification is dated May 30, 1996. <br />3C. Truck Deliverv Access Road <br />In order for supplies and materials to reach the storage building, an access road has been designated. This road will <br />be located on the east side of the coal stockpile. Drainage from the road will be controlled by [he existing <br />sedimentation control system. Flow will be conveyed by Ditch D-2 and Ditch D-5. The access road will be <br />constructed to meet the requirements of Rule 4.03.2. <br />3D. Pond A Access Road <br />This road was formerly a portion of Haulroad C utilized by CYCC. As such, TCC contracted with Northwest <br />Colorado Consultants to evaluate the road for its continued use as an access road into Pond A. The evaluation <br />indicated that an additional 4 inches of Class VI base course and 6 inches of pit run gravel should be applied in lifts <br />and compacted as per the requirements of Rule 4.03.2 to make the road suitable for long-term use as an access road. <br />The location of the road is shown on Map 24A. <br />3E. Rock Dust Tank, Scale, and FCM No.l Access Roads <br />All of these are existing roads and are monitored to determine if additional surfacing material is needed to maintain <br />compliance with the applicable regulations. <br />3F. Batch Weigh/Loadout Building Access Road (TR 02-411 <br />A new access road for construction and utilization of the Batch Weigh/Loadout building will be established east of <br />the Tipple 2 product pile site and north of the existing overland conveyor (see Map 24). The access road will be <br />designed and constructed in accordance with the design requirements of Rule 4.03.2. The access road will roughly <br />parallel the overland conveyor for a distance of approximately 390 feet east of the existing Tipple 2 loadout <br />stockpile and terminate at a point south of the location of the Batch Weigh/Loadout building. Following <br />construction, sediment control for the new access road area will be provided by the existing rock filters and <br />vegetative filers currently established for the area. <br />Approximately 1,500 cubic yards of excess fill will be generated from the excavation work required to establish the <br />access road. The material generated will be utilized as permanent fill in the relocation of County Road 27, as <br />TR06-55 2.05-73 07/26/06 <br />
