2.05 APPLICATION FOR PERMIT FOR SURFACE OR UNDERGROUND MINING ACTIVITIES - <br />MINIMUM REQUIREMENTS FOR OPERATION AND RECLAMATION PLANS. <br />The West Ridge waste disposal was also designed to the <br />requirements of 4.09.1, 4.09.2, and 4.10.2 through 4.11.3. Waste <br />rock material is placed and compacted in two -foot lifts within a <br />soil berm constructed on the perimeter of the disposal area. <br />The berms, constructed of subsoil with topsoil on the outside <br />slopes, contain the waste rock material within the prepared area <br />as well as progressively provide 4 feet of soil cover over the <br />side slopes of the waste rock pile. The outside slope of the <br />berms is 2(h):1(v). <br />For further information regarding the initial design and <br />construction of the West Ridge waste disposal area, refer to <br />Maps 6A -lA thru 1H in Volume 6A and Sec. 2 .04.6(2)(a)(iii)(C). <br />During 1994 through TR -25, an application was submitted to the <br />DMG to modify the original design of the West Ridge waste pile. <br />The purpose of the modification was to slightly increase the <br />width of the north end of the pile to achieve an increased <br />storage volume within the pile while maintaining most of the <br />other parameters of the original design. Refer to the "Proposed <br />1994 West Ridge Waste Pile modifications" in volume 6A for <br />details regarding this modification. <br />During 2001, the West Ridge waste pile was completed with the <br />final coal waste originating from the R -O -M coal stockpile. A <br />small area of uncovered refuse material remains. <br />Divers'on Channel <br />A dive Sion channel designed to intercept runoff north of the <br />mine facilities, and discharge into watersheds adjacent to the <br />property has been constructed. The diversion channel is <br />approximately 2400 feet long and runs from elevation 7,418 to <br />7,375. The channel crosses public lands at the SE''aSE -4, <br />Section 24, Township 13 South, Range 92 West, 6th P.M. (see Map <br />No.'s 8 -1, 8A -5, and 8A -7A thru C), along the northwest edge of <br />the mine facilities area. The channel meets the requirements of <br />4.05.3, 4.05.7, and 4.05.17. <br />The channel is constructed with tapered sides (V- shaped) using <br />conventional earth - moving equipment and techniques. Plans and <br />specifications are as-contained in the Diversions Appendix in <br />Volume 8A. The channel was constructed from September, 1978, to <br />June, 1979. <br />This contour channel was constructed to provide flood protection <br />and to minimize problems from water continually passing over and <br />through the mine site. The flood protection is necessary to <br />promote stability of fill areas and minimize material damage and <br />perhaps, loss of life. For that reason, the channel is designed <br />for the probable maximum thunderstorm (PMTS). (Ref. Leaf, Flood <br />Hydrology Design Calculation, Surface Hydrology Appendix.) The <br />contour channel also minimizes the amount of water requiring <br />treatment and reduces the chance that it will contact acid - <br />forming or toxic- forming materials. <br />Permit Renewal - 24 - 03/03 <br />RN -oaf (4191 <br />/In R -106 <br />
