2.05 APPLICATION FOR PERMIT FOR SURFACE OR UNDERGROUND MINING ACTIVITIES -
MINIMUM REQUIREMENTS FOR OPERATION AND RECLAMATION PLANS.
The West Ridge waste disposal was also designed to the
requirements of 4.09.1, 4.09.2, and 4.10.2 through 4.11.3. Waste
rock material is placed and compacted in two -foot lifts within a
soil berm constructed on the perimeter of the disposal area.
The berms, constructed of subsoil with topsoil on the outside
slopes, contain the waste rock material within the prepared area
as well as progressively provide 4 feet of soil cover over the
side slopes of the waste rock pile. The outside slope of the
berms is 2(h):1(v).
For further information regarding the initial design and
construction of the West Ridge waste disposal area, refer to
Maps 6A -lA thru 1H in Volume 6A and Sec. 2 .04.6(2)(a)(iii)(C).
During 1994 through TR -25, an application was submitted to the
DMG to modify the original design of the West Ridge waste pile.
The purpose of the modification was to slightly increase the
width of the north end of the pile to achieve an increased
storage volume within the pile while maintaining most of the
other parameters of the original design. Refer to the "Proposed
1994 West Ridge Waste Pile modifications" in volume 6A for
details regarding this modification.
During 2001, the West Ridge waste pile was completed with the
final coal waste originating from the R -O -M coal stockpile. A
small area of uncovered refuse material remains.
Divers'on Channel
A dive Sion channel designed to intercept runoff north of the
mine facilities, and discharge into watersheds adjacent to the
property has been constructed. The diversion channel is
approximately 2400 feet long and runs from elevation 7,418 to
7,375. The channel crosses public lands at the SE''aSE -4,
Section 24, Township 13 South, Range 92 West, 6th P.M. (see Map
No.'s 8 -1, 8A -5, and 8A -7A thru C), along the northwest edge of
the mine facilities area. The channel meets the requirements of
4.05.3, 4.05.7, and 4.05.17.
The channel is constructed with tapered sides (V- shaped) using
conventional earth - moving equipment and techniques. Plans and
specifications are as-contained in the Diversions Appendix in
Volume 8A. The channel was constructed from September, 1978, to
June, 1979.
This contour channel was constructed to provide flood protection
and to minimize problems from water continually passing over and
through the mine site. The flood protection is necessary to
promote stability of fill areas and minimize material damage and
perhaps, loss of life. For that reason, the channel is designed
for the probable maximum thunderstorm (PMTS). (Ref. Leaf, Flood
Hydrology Design Calculation, Surface Hydrology Appendix.) The
contour channel also minimizes the amount of water requiring
treatment and reduces the chance that it will contact acid -
forming or toxic- forming materials.
