TWENTYMILE COAL COMPANY -FOIDEL CREEK MINE <br />TR09-7018-LEFT MINE WATER TRANSFER PIPELINE <br />TECHNICAL ADEQUACY RESPONSES II (02/10) <br />4. Twentymile Coal Company indicated in the Adequacy Response letter, dated January 1, 20.10, that <br />TCC has notified Routt County Road and Bridge Department and is waiting for a follow up site <br />inspection with a representative from Routt County. The Division spoke with Paul Draper c f Routt <br />County Road and Bridge Department on January 6, 2010. Mr. Draper indicated that Tammy <br />Crawford would be the County contact for this project. Ms. Crawford contacted me on January <br />11, 2010. Ms. Crawford informed me that TCC will need to obtain a "Utility Install Right-Of- <br />Way " permit before proceeding with the work within the county road right-of-way. She indicated <br />that TCC will need to provide a site plan and utility locates to her office. Snow pack and winter <br />weather may slow this permitting process. Please provide evidence to the Division that TCC has <br />obtained a "Utility Install Right-Of-Way " permit from Routt County Road and Bridge Department <br />prior to conducting work within the county road right-of-way. <br />Response: TCC has staked the crossing location and the required utility locate was completed on <br />01/19/10. TCC also met with Paul Draper, the Road & Bridge Director, on-site on 01/29/10 and <br />reviewed site location and plans. Mr. Draper was comfortable with the planned activities, and <br />indicated that before the work begins, a representative of Road & Bridge would meet with the boring <br />contractor on-site to review traffic control and other considerations, and have the contractor sign a <br />Utility Install Permit, with the contractor as the responsible party. Documentation from the utility <br />locate, along with a copy of the Utility Install Permit will be forwarded to the CDRMS, on receipt for <br />the file. <br />7. Revised pages 4.05-45.19, and 2.05-50.7 indicate that sediment control materials will be used at <br />any location where the pipeline corridor is within 50 feet of Fish Creek. The reader is directed to <br />Design drawings in Exhibit 49R for construction and sediment control details. TCC submitted <br />Figure I "Route for 14 " HDPE Pipeline from 18L Shaft to existing 12 " HDPE line from the Fish <br />Creek Vent Shaft" (dated 911812009). This Figure shows a general layout of the proposed path for <br />the 18L waterline. This figure does not show topography, location or designs of sediment control <br />measures. Previously approved figures in Exhibit 49R depict pond designs and shaft dimensions <br />for the 18L ventilation shaft and pad. The Division was unable to locate any designs or drawings <br />of the proposed placement of the sediment control measures proposed for the 18L waterline <br />construction. Please provide detail regarding placement and design of the proposed sediment <br />control measures. <br />Response: A larger scale version of Figure 1 has been developed showing the locations of sediment <br />control material placement, and providing window-block details of material placement. Copies of the <br />revised figure accompany these responses for insertion in the PAP document. <br />8. Twentymile Coal Company describes activities proposed for trenching through Fish Creek for <br />placement of the proposed waterline. The Division consulted with Paul Perri of the Office of the <br />State Engineer, Division of Water Resources-Dam Safety, regarding potential permitting <br />requirements needed for temporary damming of a perennial stream. Mr. Perri indicated that this <br />work did not necessitate a permit but requested that TCC submit a concise letter to the Division of <br />Water Resources Dam Safety describing the dimensions or the dams, methods of construction, <br />duration they would be in place, anticipated volume of storage, and the storm event the dams <br />would be designed to contain. Please provide a copy to the Division as well.
