C2009-087 <br />2/2/2010 <br />36) Please add to Exhibit 2.05.4-E1 the maps referred to in that exhibit as Exhibit 1 and Exhibit 2. Please ensure <br />that other maps referred to in exhibits are not missing. <br />SCCC has revised the table of contents of Exhibit 2.05.4-E1 to reference the correct maps; Map 2.04.13-M1 <br />and Map 2.04.13-M2. SCCC's response is acceptable. <br />2.05.4(2)(b) Reclamation Cost Estimate: <br />SCCC did not include a reclamation cost estimate (RCE) in the PSCM. SCCC provided an inventory of <br />structures in Exhibit 2.05-35, as well as reclamation plans for proposed disturbance areas. The Division is <br />evaluating reclamation costs. <br />SCCC has updated Reclamation Costs in Section 2.05.4(2)(b). I am conducting a reclamation cost estimate. <br />Five additional adequacy questions were forwarded to the operator in a memo, dated December 16, 2009, as a <br />result the Division's review of the Colorado Division of Wildlife (CDOW) comments stated in a letter dated August <br />31, 2009. The following adequacy concerns include the Division's concern, followed by the Division's review of <br />PSCCC's responses in red. Tom, please forward PSCCC's revised seed mixes to CDOW to assure that PSCCC's <br />changes are acceptable to CDOW. <br />1. Addition of a commitment by PSCCC to conduct wildlife monitoring during reclamation success evaluation in <br />accordance with CDOW's requirements needs to be included in the permit application (Section 2.05.6(2). <br />PSCCC included a commitment to coordinate wildlife monitoring at reclamation success determination with <br />CDOW. This commitment appears to meet the CDOW's request. <br />2. Please have PSCCC revise 2.05.4-T3 seed mix to include Mountain big sagebrush and replace Alpine fescue <br />with Idaho fescue. PSCCC removed all festuco species from the 2.05.4-T3 seed mix. PSCCC added Artemesia <br />cono 2.05.4-T3 Mesic site conditions Seed Mix. Although DOW requested Mountain Big Sagebrush to be <br />added to this seed mix, SCCC's decision to include a sagebrush species that is better adapted to mesic <br />conditions is appropriate. This revision is acceptable. <br />3. Please have PSCCC revise the 2.05.4-T5 seed mix to address the CDOW's concerns with regard to aggressive <br />introduced species. <br />PSCCC has revised Table 2.05.4-T5 to be used for concentrated shrub area plantings. PSCCC has eliminatec <br />a seed mix specifically for drill sites. Please have PSCCC state which of the proposed seed mixes they will <br />use for seeding drill sites. <br />4. Please have PSCCC revise the time period of avoidance of Columbia sharp-tail grouse leks to match the <br />CDOW recommendation. <br />PSCCC has revised the Wildlife plan (Section 2.05.6(2)) to coincide with DOW's recommendations. This <br />section is acceptable. <br />5. Please have PSCCC incorporate the CDOW's recommendations into the Raptor Protection Measures portion <br />of section 2.05.6(2) Fish and Wildlife Plan of the permit application. <br />PSCCC has revised the Wildlife plan (Section 2.05.6(2)) to coincide with DOW's recommendations. This <br />section is acceptable.
