3. Topsoil and vegetation (including sagebrush) shall be stripped together and stockpiled in the
topsoil storage area. No topsoil stripping will be allowed when soils are moisture saturated to
a depth of 3 inches.
4. When topsoil is frozen the surface must be ripped or disked to a depth of one to six inches to
aid in thawing the topsoil layer and separating the topsoil layer from the subsoil layer. If BLM
staff is not on site to document topsoil separation and segregation, photo documentation will
be submitted to BLM.
5. If cultural resources are discovered during operations, the lessee shall immediately notify the
BLM. The lessee shall not disturb such discoveries. Within five (5) working days, the BLM
will initiate the evaluation process for any cultural resources discovered and will determine if
any action may be required to protect or preserve these discoveries. Cost of
recovery/mitigation of these resources shall be borne by the lessee. All cultural resources
discovered shall remain under the jurisdiction of the United States of America.
If you have any questions on this matter, please contact Scott Gerwe (970-244-3077).
Sincerely,
Catherine Robertson
Field Manager
cc: Jim Stover, Stover & Associates
