S <br /> III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> This was a complete inspection conducted by Janet Binns of Colorado Division of Reclamation, Mining and <br /> Safety. Brian Watterson of Twentymile Coal Company accompanied the inspection. The Foidel Creek <br /> Mine is a large active underground mine. The mining operation has moved the longwall from the final panel <br /> in the Northern Mining District, to the Western Mining District(WMD). TCC personnel indicated that the <br /> 18L and 16L gate roads are being developed and the longwall was not operating at this time. The weather <br /> was cloudy and cold— 17'F. changing to light snow in the afternoon. The mine facilities and roadways <br /> were frozen during the morning,beginning to thaw as the afternoon progressed. Two trains loaded coal on <br /> the first day of the inspection. <br /> Roads: Haul Roads and access roads throughout the mine were frozen, and in good condition. TCC has <br /> constructed the temporary access road to the topsoil stockpile. <br /> Repairs to the waterline alongside the FCBH road have been completed. The repair trench has been <br /> backfilled and graded but was snow covered during the inspection. TCC personnel believed that the <br /> repaired segment had not yet been seeded. Seeding should occur as soon as weather allows. <br /> Topsoil: TCC continues to salvage topsoil from the RDA Expansion area. Equipment was removing topsoil <br /> from the pile at the base of the slope adjacent to an existing Overburden stockpile. Topsoil salvage is going <br /> well. The topsoil stockpile has wattles on the downslope side, and contour furrows above. TCC has <br /> stripped topsoil from the footprint of the proposed Overburden storage area. Topsoil from this footprint still <br /> needs to be transported to the Topsoil stockpile. Sediment control measures appear to be in place. Site is <br /> snow covered with approximately 6"to 18" of snow so details of sediment control were not readily <br /> discernable. TCC removes snow from active work area. Handling of the Diversion ditch crossing over the <br /> stockpile access road was discussed. All runoff reports to Pond D, from both upland and disturbed areas. <br /> TCC is drilling the 6RT underflow borehole near the junction of RCR27 and RCR33. This site had <br /> previously been disturbed by a water monitoring well and the previous location of the county road. Little <br /> topsoil was available for salvage. Topsoil that was available was placed on the west side of the active pad. <br /> Wattles and silt fence were installed and appear functional. Installation of the 6RT underflow pipeline has <br /> not commenced. <br /> Hydrologic Balance: <br /> TCC has not pumped from 1 ORT. The 4"dia. piezometer hole has been completed but TCC is still having <br /> difficulties collecting water level data at this site. They believe that the casing has become magnetized and <br /> is ordering a replacement water meter to collect data at this point. TCC personnel stated that last week there <br /> was 39.48 feet of freeboard at this location in the EMD. <br /> 6MN reservoir pump house is under construction. TCC has not provided As-built certifications to the <br /> Division for this reservoir yet. During the inspection crews were trenching the waterline from the 6MN <br /> reservoir to the 6MN Million gallon tank. 6MN sediment pond is frozen and not discharging. <br /> 3 of 8 WHITE- File YELLOW-Operator PINK-Specialist <br />
