Processing Waste
The outslopes of the Refuse Pile Expansion (RPE) pile and the Lower Refuse Pile (LRP) showed no
signs of structural instability, although snow cover limited observations. The RPE is nearing its
maximum designed elevation. Survey markers were in place on the faces of both piles. Equipment
that was stored on top of the LRP has been removed, in preparation for construction of a coal
preparation plant, as recently approved in TR-118.
Support Facilities
No problems were found in the following areas: materials storage bench, trash compactor, explosives
storage area, barrel storage building, hydraulic components storage, the Sylvester Gulch mine water
pumping facility, the polishing pond, and the train loadout.
Topsoil
Topsoil stockpiles in Sylvester Gulch and the Main Surface Facilities stockpile appeared in good shape
although snow cover limited observations.
Topsoil from the excavation of pond MB-5E has been stored next to the downstream end of the pond
construction site.
General Mine Plan Compliance
The operator appeared to be following the approved mine plan.
Subsidence
No new signs of subsidence were evident on the slope above the east side of the Sylvester Gulch
stream channel, as observed from road in Sylvester Gulch. The slope was undermined in the last two
years by the last B-seam panel mined, Panel 25.
Documents Received
None.
4
