III. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> installation is warranted along the road ditch segment, and along the lower segment <br /> of the reclaimed stockpile access which is also rilled. <br /> Further to the east, a segment of 005 Gulch downstream of the reclaimed"D" Pit area runs <br /> roughly parallel and in close proximity to the road between Stock Pond T-20 and Culvert G-5. <br /> The channel segment was not included in the SL-2 release request area,but is immediately <br /> adjacent to the boundary of the release request, and was walked during the inspection. The <br /> drainage channel along this segment conveys runoff from the "D" Pit area down to <br /> Sedimentation Pond 005. The channel segment is designated as a"minimal disturbance area" <br /> within the approved permit(see permit Exhibit 12-2). Due to channel incision and bank <br /> sloughage along the channel, the operator has performed stabilization grading and riprap <br /> installation along much of the reach(see Photos SL2-6, and SL2-8). Although the reasons for <br /> erosion along the channel are not known with certainty, a significant portion of the watershed <br /> was mined and reclaimed, and thus the operator has undertaken measures to stabilize the reach. <br /> One location was noted during the inspection where additional grading and riprap <br /> installation is warranted to stabilize an active headcut. The headcut is located at the <br /> location where a pasture fenceline crosses the drainage, upstream of Stock Pond T-22 (see <br /> Photo SL2-9). Review of photos taken in recent years at the same location show that the <br /> channel incision in this location has deepened and progressed several feet upstream. <br /> The Ridgeline Access Road is a continuation of the primary landowner access route, with its <br /> start point at the lower end of the "D" Pit reclaimed area, near the north boundary of Section 15. <br /> A typical section of the road through the reclaimed "C" Pit area in the northern portion of the <br /> original permit area is shown in Photo SL2-13. The road generally appeared to be in good <br /> condition and to conform to approved criteria. Scoured ditch segments were noted along the <br /> road in the vicinity of the PM-4 culvert location; maintenance such as rock checks or TRM <br /> liner installation is warranted. A recently regraded gully was observed in the"D"Pit <br /> reclaimed area, south of Channel 005-E1, that originated from a road ditch outlet along the <br /> segment between Culvert PM-3 and the fenced shrub plot in the upper 005-El watershed (Photo <br /> SL2-11). The gully had been regraded as a shallow "V" shaped tributary channel,but had <br /> apparently not yet been seeded. Stabilization seeding of the repaired gully channel will be <br /> necessary, and installation of appropriate TRM matting appears to be warranted due to <br /> the flow concentration. <br /> The southern terminus of the Ridgeline Access Road is at a major intersection,where proposed <br /> permanent Road "J" takes off to the south (to the South Extension Area), and the reclaimed <br /> 6 <br />
