III. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement action's taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> Area has not been evaluated in detail for SL-2, because the Division's proposed approval <br /> decision will exclude the entire South Extension Area, for reasons previously addressed. <br /> SL-2 Inspection Field Observations <br /> Permanent Roads <br /> The primary Landowner Access Road is comprised of segments of several designated roads <br /> (Road"G", Ridgeline Access Road, Road"J", Connector Road, and Road "K") that were <br /> modified or constructed to provide permanent postmine access through the permit area. Road G <br /> provides access from Routt County Road 53 (Dry Creek Road) into the north end of the original <br /> permit area mining block(former"D" and"C"Pit areas), a distance of slightly over 1 mile, at <br /> which point it assumes the designation of Ridgeline Access Road. This longest segment of the <br /> route runs over reclaimed spoils through most of the length of the reclaimed original permit area <br /> from north to south, to its intersection with Road "J", which provides access from the Ridgeline <br /> Access Road into the South Extension Area. Road G and the Ridgeline Access Road are <br /> contained entirely within the original permit area. A short initial segment of Road "J" is in the <br /> original permit area, while the remainder of Road"J", the Connector Road, and Road"K" are in <br /> the South Extension Area. All of these road segments that comprise the primary landowner <br /> access road are subject to typical permanent access road criteria as specified in the approved <br /> permit, including drainage systems, gravel surfacing, MSHA berms removed, and 20 foot travel <br /> width, with roadsides and cut and fill slopes revegetated. <br /> Road "G" was driven along its length, with stops at several locations. The road surface was in <br /> good condition, travel width appeared to be in conformance with the 20' specification, and <br /> roadsides and slopes had been seeded and appeared to be stable. Some typical segments of Road <br /> "G" are shown in Photos SL2-1 and SL2-2. Drainage structures in general appeared to be <br /> functional and stable; however maintenance is warranted in a couple locations, as follows: <br /> • An approximate 40' long segment of ditch outlet that runs along the north side of <br /> the road down to the outlet of Culvert G-3 has incised; riprap installation is <br /> necessary along the incised segment(Photo SL2-3). <br /> • Rill erosion was observed along a short segment of roadside ditch down-gradient <br /> from the reclaimed access to former Topsoil Stockpile PP (Photo SL2-5).
