Please revise the Mining Plan Map to indicate the location of the wash pond and provide the <br />source of water for the wash pond or commit to submitting a technical revision to the permit per <br />Rule 1.9 prior to construction of the wash pond. <br />10. The applicant states the topsoil and overburden will not be segregated as all the material is <br />acceptable plant growth media. Rule 3.1.9 requires topsoil to be removed and segregated from <br />other spoil. Additionally, item #9 of the Lease Agreement between Pickering Family, LLC and <br />Flintstone Gravel & Trucking, Inc. requires the applicant to separate stockpiles of topsoil, <br />overburden and waste materials. Please commit to segregating the topsoil and overburden and <br />indicate the stockpile locations on the Mine Plan Map. <br />11. The scale house/office trailer is considered affected land by the Division and must be included in <br />the permit boundary. Please revise the permit acreage and boundary as needed and revise all <br />applicable exhibits. <br />Exhibit E Reclamation Plan (Rule 6.4.5) <br />12. Please provide a method of weed control to be employed for all prohibited noxious weed <br />species. The Division recommends the applicant develop and submit a weed control plan in <br />consultation with, and approved by, the appropriate local weed control authority. <br />13. The Division recommends a minimum of two (2) tons of mulch per acre. Please commit to <br />mulching all revegetated areas with two tons of mulch per acre. <br />Exhibit G Water Information (Rule 6.4.7) <br />14. The applicant states the registered alluvial wells within 600 feet were identified based on SEO <br />records. Were field inspections conducted to identify ALL wells within 600 feet? Please revise <br />the exhibits to depict the actual location of the alluvial wells as needed. <br />15. Please commit to providing the Division with a copy of the Stormwater Discharge Permit. <br />Exhibit L Reclamation Costs (Rule 6.4.12) <br />16. The Division prepared a reclamation cost estimate for the Pickering Family Pit. The estimate <br />was based on a phased mining operation, where only 7.5 acres will be affected at any given <br />time. The Division estimates that the total cost to reclaim the site is $32,000.00. A copy of the <br />estimate is enclosed for your review.
