(Page 2) <br />MINE ID # OR PROSPECTING ID #: M_I9g5-9» <br />INSPECTION DATE: 12/16.In9 INSPECTOR=S INITIALS: MAC <br />OBSERVATIONS <br />The inspection was conducted by Michael Cunningham of the Division of Reclamation, Mining and Safety <br />(Division). David Towns of Arkins Stone Corp. was also present for the inspection. The Arkins Park Quarries <br />are located 2.25 miles south of Masonville, Colorado in Larimer County. The site is permitted for 177 acres and <br />the post-mining land use is rangeland. <br />The permit sign was posted at the entrance to the site and the permit boundary was clearly delineated per the <br />requirements of Rule 3.1.12. The site was actively being mined at the time of the inspection. The site was <br />originally divided into separate quarries, which were designated as sites A through M. The Operator no longer <br />uses these designations and the site has changed considerably since the designations were assigned. Therefore, <br />the Division will no longer refer to individual quarries within the permit area. There are five distinct areas of <br />disturbance in the site, which will be referred to below. The permit area can be divided into the following <br />sections: <br />1. North Section - This section is divided into a north and south half. The north part is actively being <br />mined; there is no mining taking place in the south part. <br />2. Middle Section - This section is actively being mined. <br />3. South Section - This section is actively being mined. <br />4. Meadow Section - This section lies on the west side of the permit area, on the back side of the hogback. <br />This area is being used to store cut stone and topsoil stockpiles <br />5. East Section - This section is located on the east side of the permit area, below the active mining areas. <br />The site is used as storage and also houses the saw buildings and other equipment. <br />The disturbed areas were traversed using a Trimble GeoXT GPS unit. Using the data collected in the field along <br />with recent aerial photographs, the total disturbed area was determined to be 62.03 acres. The Division currently <br />holds a Financial Warranty in the amount of $50,000.00. The Division is required to hold a Financial Warranty <br />in an amount sufficient to complete reclamation of affected lands per C.R.S. 34-32.5-117(4)(b)(I). Since the <br />total disturbance has increased since the last Financial Warranty calculation in 1994, the Division will <br />recalculate the Financial Warranty for this site in accordance with Rule 4.1.2(4). Notice of the increased <br />Financial Warranty will be sent under separate cover. <br />The inspector observed Diffuse Knapweed growing throughout the site. Diffuse Knapweed is a noxious weed <br />that requires the Operator to enact a noxious weed control plan. A review of the approved Reclamation Permit <br />found that a noxious weed control plan does not exist. As a result, the Operator shall develop a noxious weed <br />control plan and submit it to the Division for approval. The Division recommends that the Operator consult with <br />the Larimer County Weed Control District to develop a plan. The presence of noxious weeds on the mine site <br />has been cited as a problem.
