EXHIBIT C - Mining Plan <br />(a) Mining dates. <br />Mining will commence upon approval of the permitting process and all County <br />and State Permits have been approved and in place. It is estimated that, <br />depending on local market needs, that mining activities at the site will take from <br />5 to 15 years after all aggregate/gravel resources have been extracted. <br />Mining will start at the west side and move across the site to the east and <br />north. Approximately 6.20 acres of the 8.2 acres will be excavated and <br />reclaimed by mining activities. The 30 foot wide perimeter buffer area will <br />not be excavated and will be used for temporary topsoil stockpiling. <br />Reclamation at the site will run concurrent with the mining operations. <br />Some limited asphalt production and crushing and screening operations are <br />planned at the site using temporary mobile type process equipments. Process <br />equipment operation at the site would be temporary. The operations area is <br />restricted so equipment may be mobilized as contracted materials or stockpiles <br />are needed. Estimated mining activities at the site may average less than 100 <br />days per year. <br />(b) Topsoil - soil suitable as a plant growth medium. <br />All of the soil within the proposed permit area, as mapped and described by <br />the U.S.D.A. Soil Conservation Service in this area of Moffat County, consists <br />of soils belonging to the Lander Series (Map Unit # 118) - Lander Loam, 0 <br />- 3 % slopes. This soil has a sandy loam topsoil horizon of at least 10 inches <br />that would provide sufficient topsoil for growth medium. Also, since a water <br />surface will result from final reclamation, there will be surplus topsoil <br />available to ensure sufficient topsoil for reclamation. Topsoil removal will run <br />concurrent with mining efforts. Limited areas will be stripped upon need. No <br />mining, stockpiling or processing operations will be conducted on topsoil. <br />(c) Thickness of overburden or quantity of waste rock. <br />Overburden thickness is from 1 foot to 5-6 feet below ground level (averages 4 to <br />5 feet thick). Mining the gravel resources will be conducted with a dragline. After <br />topsoil removal and stockpiling, the overburden will be removed, aggregate mined <br />and then overburden will be replaced in the pit at the toe/base of the excavation to a <br />slope of 3 tot in compacted lifts. Overall excavated depths will be around 15' BGL <br />with approximately 4' of compacted overburden replaced. Post mine depth may be <br />around 11' to 15 feet BGL with approximately 3 feet of water filling the pond.
