The coal sales yard is <br />located in the SW1/4 NW1/4 of Section 1, T20S R70W of the Sixth Principle <br />Meridian. <br />Lands included in the Termination of Jurisdiction Process <br />A total of 13.2 acres were disturbed at the Twin Pines No. 2 Mine within a permit <br />area of 120 acres. At the portal area, 7.6 were disturbed and reclaimed and 5.6 acres <br />at the coal sales yard were disturbed and reclaimed. This TOJ written finding is for <br />all 13.2 reclaimed acres within the 120 acre permit area and also includes any land <br />areas overlying the underground workings of the Twin Pines No. 2 Mine. <br />Dollar Amount of Bond to be Released <br />The Twin Pines No. 2 Mine is a permit revocation/bond forfeiture site. The Division <br />holds a cash bond in the amount of $22,660.00. Since all reclamation activities are <br />complete at the site, this money is in excess of what was required to complete <br />reclamation. The remaining bond money will be returned to the former permittee as <br />a result of this TOJ process. <br />II. BACKGROUND OF THE TWIN PINES NO.2 MINE <br />Initial Permitting History <br />Located in Fremont County in the Canon City Coal Field, the Twin Pines No. 2 Mine <br />site is in a historically active mining area. Nearly 200 abandoned mines with the <br />associated surface facilities have disturbed nearly 600 acres in the vicinity of the <br />mine. As a result, the majority of the Twin Pines No. 2 Mine surface disturbance area <br />is characterized by past mining disturbances. <br />The Twin Pines No. 2 Mine was permitted and owned by Twin Pines Investment, L P <br />(TPI). The operation mined private coal on privately-owned surface. The permit was <br />issued effective January 24, 1984 and a bond was submitted in the form of a <br />certificate of deposit in the amount of $54,130.00. The mine ceased operations in <br />July 1993 due to the loss of a coal contract and on August 20, 1993, TPI notified the <br />Division that the mine was officially closed and reclamation operations would begin. <br />Reclamation activities included sealing the portals, removing all surface facilities, <br />backfilling and grading, redistributing topsoil, and reseeding of the disturbed areas. <br />Due to historic mining on both disturbed areas, a limited amount of topsoil was <br />available for re-application. The Golden Quality No. 5 Mine and the Last Chance <br />No. 2 Mine operated from 1968-1975 at the portal area and the historic Twin Pines <br />No. 1 Mine operated from 1956-1981 at the coal sales yard area. <br />On November 3, 1995, TPI applied for a Phase I bond release for both reclaimed <br />areas of the mine. This bond release was approved on December 19, 1995 and went <br />2
