INTRODUCTION <br />Purpose of this Document <br />This document presents the findings of compliance and the proposed decision of the <br />Colorado Division of Reclamation, Mining, and Safety (Division) for Termination of <br />Jurisdiction (TOJ) at the Twin Pines No. 2 Mine, permit # C-83-058. The Twin <br />Pines No. 2 Mine is a permit revocation/bond-revoked site. The permit area under <br />consideration for termination of jurisdiction and final liability release is 120 acres of <br />which 13.2 acres were disturbed and subsequently reclaimed. This termination of <br />jurisdiction process was initiated by the Division following completion of the <br />required minimum ten-year liability period for reclamation and revegetation of the <br />disturbed area including two years of vegetation sampling at the site. <br />Background Information Sources <br />The Division will follow the requirements for review, public notice, and public <br />participation as required for a bond release application in Accordance with Rule <br />3.03. Detailed information about the bond release review process can be found in <br />the Colorado Surface Coal Mining Reclamation Act, the Regulations of the <br />Colorado Mined Land Reclamation Board for Coal Mining, and in the Guideline <br />Regardinz Selected Coal Mine Bond Release Issues, dated April 18, 1995. <br />Detailed information about mining and reclamation operations at the Twin Pines <br />No. 2 Mine can be found in mining and reclamation permit application (# C-83- <br />058) and associated records on file at the Division offices, located at 1313 <br />Sherman Street, Room 215, in Denver, Colorado. <br />Location of Area Under Consideration for Termination of Jurisdiction <br />Two separate reclaimed areas are included in this TOJ process. The portal area <br />site and coal sales yard are both located about two miles southwest of the town of <br />Rockvale in Fremont County. The portal area is located in the SETA NW1/4 of
