TWENTYMILE COAL COMPANY -FOIDEL CREEK MINE <br />TR09-71 WESTERN MINING DISTRICT EXTENSION <br />TECHNICAL ADEQUACY RESPONSES 12/09 <br />1. There is disagreement between the submitted text and Map #23. Revised pages 2.05-11.1 <br />(1111812009) and 2.05-13 (1111812009) reference LW panel 18-L, however the revised Map 23 Mine <br />Plan shows no LW panel 18L. Map 23 has Panels 12-L, 13-L, 13-Left Inby, 14-L, 14-Left Inby, 15-L, <br />16-L, 17-L, 19-L, and 20-L shown in the Western Mining District (WMD), but no 18-L. Please bring <br />text and Mine Plan Map (Map 23) into agreement with one another. <br />Revised page 2.05-11.1, contains a reference to the 18-Right Ventilation shaft and associated support <br />facilities. The 18-Right shaft was sealed and the escape hoist was moved to the 18-Left vent shaft <br />location in late 2009, so this text should not include reference that the 18-Right support facilities "will <br />be used for mining coal in this part of the WMD permit area. " Please update the text on this page to <br />reflect facilities status. <br />Response: The referenced text has been reviewed, and revised, as appropriate. Copies of the revised <br />text pages accompany these responses for replacement in the PAP document. <br />2. TCC submitted revised page 2.05-181.9 describing structures and surface features that may be <br />affected by mining subsidence. This page was revised with the approval of PR8 (rev. 412912009). The <br />description of impacts of mining to Routt County Road (RCR) No. 27 and RCR No. 37A has been <br />removed from the TR71 submittal of page 2.05-181.9. Please reinstate this information and provide a <br />discussion of potential impact of LW panel 19L to RCE No. 27. Please provide information regarding <br />the proximity of the end of the panel, and the angle of influence to the county road. <br />Response: The referenced text has been reviewed, missing text has been replaced, and supplemental <br />text discussion has been added, as appropriate. It should be noted that Panel 19-Left does not extend <br />far enough west to either directly or indirectly (angle of draw) affect RCR27, it may however affect the <br />powerline that parallels RCR27. Appropriate text has been added to address potential powerline <br />impacts. Copies of the revised text pages accompany these responses for replacement in the PAP <br />document. <br />3. Page 2.01-4, was previously updated with the approval of PR8 (revised date 411012009). Please <br />reinstate previously approved text into the TR71 revised text; <br />a) PR8 approved "approximately 5,120 acres " of affected area. Please bring this value into <br />agreement. <br />b) Please revise the description of the "Western Mining District" heading to include Panels 12- <br />Left through 17-Left, and 19-Left through 20-Left. <br />Response: The referenced text has been reviewed, missing text has been replaced, corrections have <br />been made for consistency, and supplemental text discussion has been added, as appropriate. Copies <br />of the revised text pages accompany these responses for replacement in the PAP document.
