Colowyo C-1981-019 <br />17 Dec 2009 <br />Pg 3/5 <br />Hydrologic Balance (cont.): - The Prospect Pond (NPDES 007A) contained water <br />approximately six feet below the top of the discharge pipe and just below the weep <br />hole. The Prospect Pond was not discharging at the time of the inspection (the <br />surface of the pond was frozen and covered with snow). The embankment was <br />covered with several inches of snow but appeared to be stable. <br />- The Streeter Pond (NPDES 001 A) contained water approximately 18 inches below <br />the top of the discharge pipe and was discharging through the weep hole at the <br />time of the inspection. The discharge looked clear at the flume. The surface of the <br />pond was mostly frozen except for the southern-most portion of the pond. The pond <br />embankment was covered with several inches of snow but appeared to be stable at <br />the time of the inspection. <br />- The Work Area Pond (NPDES 002A) contained water approximately two feet below <br />the top of the discharge pipe and approximately one foot below the weep hole and <br />was not discharging at the time of the inspection. The surface of the pond was <br />frozen and covered with snow. The pond embankment was covered with snow but <br />appeared to be stable. <br />- The newly constructed portion of the Taylor Tributary Ditch was observed from <br />below at the East Taylor Pond. The ditch appeared to remain stable at the time of <br />the inspection. This ditch will carry all of the runoff from the new West Pit reclamation <br />to the East Taylor Pond. The portion of the ditch that drains into the pond is just loose <br />riprap. Colowyo should consider additional armoring of this portion of the <br />channel/pond inlet to minimize the chances for erosion. <br />Backfilling and Grading: - Colowyo was conducting backfilling operations using the <br />102 dragline along Haul Road A at the East Pit/West Pit boundary. The area is a <br />wedge of approximately 23 acres in the northwest quarter of Section 10. This wedge <br />area ties-in with reclamation that has already been completed in the East Pit <br />(reclamation blocks EP041 and EP046). This area will need have the topsoil replaced <br />and be reseeded next summer/fall. *Please see the pictures of the 102 backfilling at <br />the end of this report,* <br />- Colowyo is currently filling in the final cut of the Section 16 Pit (the former South <br />Taylor Pit haul road corridor). They are dumping material from both the truck/shovel <br />and the excavator/shovel operations in the pit. The active operation at the time of <br />the inspection was the excavator/shovel operation that was completing the removal <br />of the X-Pod coal in the Section 16 Pit extension that was approved with technical <br />Revision 65. Colowyo has configured the current dump so that is toes out <br />approximately half way down the north side of the pit. C,olowyo is dumping the fill in <br />approximately 50-foot lifts and they were working on their second lift. Once the X- <br />Pod coal is removed Colowyo will continue to dump South Taylor Pit overburden into <br />southern half of the Section 16 Pit final cut until it reaches the approved post-mining <br />topography. It is anticipated that the remaining lower half of the Section 16 Pit (to <br />the north) will be backfilled by pushing in the spoil ridges that remain on either side of <br />the pit. Upon completion of the backfilling of these areas Colowyo will need to <br />replace the topsoil and seed the areas. *Please see the pictures of the Section 16 Pit <br />backfill at the end of this inspection report.*
