III. COMMENTS -COMPLIANCE <br />Colowyo C-1981-019 <br />17 Dec 2009 <br />Pg 1 /5 <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken <br />during the inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Colowyo Mine conducted by Jim Stark of CDRMS. <br />The inspection was conducted on 17 and 18 December 2009. Ryan Pawlowski of <br />CCC accompanied me on 17 December 2009 and I met with Tay Tonozzi on the <br />morning of 18 December 2009. During the meeting we discussed the outstanding <br />revisions, including those revisions that have been called incomplete. We also <br />discussed the process for submitting and reviewing a revision at length. The mine was <br />actively mining coal and hauling coal to the loadout at the time of the inspection. <br />The weather was cold and overcast and there was approximately 3-6 inches of snow <br />on the ground at the inspection. During the inspection Ryan Pawlowski hand <br />delivered the 4Q09 South Taylor Fill monitoring report, dated 17 December 2009. This, <br />report was turned in for scanning on Monday, 21 December 2009. <br />Roads: - The sturgeon road to Section 28 Pond was covered with several inches of <br />snow but appeared to be stable and in good condition. <br />- Colowyo has almost completed the new South Taylor haul road (approved through <br />Technical Revision 76). The remaining work includes establishing a crown on the <br />road, ensuring that the road is the proper grade and width for its entire length and <br />surfacing the road. Colowyo is currently using this haul road and the remaining items <br />must be completed and the road certified. The haul road is partially an in-pit road <br />(the portion that is within the limits of the West Pit) and partially a haul road that must <br />be designed and certified pursuant to Rule 4.03.1. Upon completion of the haul road <br />Colowyo must certify the road pursuant to Rule 4.03.1(1)(d)(i) and provide the <br />Division with a construction report and an as-built map of the road. <br />- The road in Taylor Draw was covered with several inches of snow. The road <br />appeared to be well maintained and stable. The road was inaccessible from the <br />East Taylor Pond to the West Taylor Pond at the time of the inspection due to drifting <br />snow. <br />- The main haul road to the office area and the loadout is a paved road.. The road is <br />well maintained and stable. <br />- The Section 16 Pit haul road corridor is no longer being used, as Colowyo is currently <br />dumping spoil into the pit. See the "Backfilling and Grading" section of this report for <br />more detailed information regarding the Section 16 Pit. <br />- Haul Roads A and B and the network of in-pit roads in the West Pit and South Taylor <br />Pit were all stable and well maintained at the time of the inspection. Colowyo is <br />continually performing maintenance work on these roads as necessary. Colowyo <br />was removing/regrading a small portion of Haul Road A that ties-in with the East Pit <br />reclamation (see the "Backfilling and Grading" section for more detail). There were <br />no problems with fugitive dust on the roads at the time of the inspection.
