EXHIBIT D
MINING PLAN
INTRODUCTION - This application is a request for the conversion of an existing Limited Impact
110 Operation to a, 112 Reclamation Operation, in accordance with Conversion Rule 1 .11 of the
Mineral Rules and Regulations of The Colorado Mined Land Reclamation Board for the
Extraction of Construction Materials. Hot mixed asphalt and concrete production is not included
as part of this request at his time.
MINING PLAN - The Mining Plan Map found within Exhibit C depicts the proposed permit
boundary, mining areas, site features, and the location of other uses ancillary to the operation.
Operations will occur intermittently throughout any given year, with periods of inactivity less
than 180 continuous days, and will be limited to the hours of 6:00 A.M. to 7:00 P.M.
In addition to the 9.9 acre existing mining activities, approximately 24.3 acres of the 37.7 acre
permit boundary are identified for use as sand and gravel extraction. Mining will be conducted
in four phases. In addition to stockpiling of the resource materials, the following activities,
ancillary to the operation will also occur within the identified extraction area during the mining
phase. It is anticipated that these activities will require approximately one acre and will be
relocated from time to time to various places on the mine floor:
• Portable scale
• Office and lab trailer parking
• Employee parking
• Portable fuel storage
• Equipment parking and maintenance
• Tool storage
• Portable toilet
Previous excavations within the existing mining area revealed the nature of the mineral deposit.
The average 40 foot thick sand and gravel layer is an alluvial deposit overlaid with very little
overburden soil. In any event, the depth of resources extraction is expected to be about: 40
feet. The sand and gravel resource is situated on top of a relatively flat layer of hard stony clay
loam material. Ground water has not been encountered in any of the previous excavations that
have occurred on the property.
The first step of the mining process will be the removal of the trees & shrubs, which will be
burned, buried or used as mulch during the reclamation efforts. Since topsoil is almost
nonexistent, efforts to segregate any topsoil from other surface material above the sand and
gravel resource would be ineffective. It is anticipated that between one and two feet of the
surface overburden will be removed in order to clean the extraction area of all the wood and
roots.
