On Page 2.05-16, please include a reference to Maps 16-1 and 16-2 for the Haul <br />Road Plan and Profile. <br />2.05.3(8) Coal Mine Waste and Non-Coal Processing Waste <br />6. Exhibit 16 of Volume III contains Stability Analyses for both the Coal Mine <br />Waste Pile and the impoundment structures. Design parameters and calculations <br />for the Coal Mine Waste Pile appear to be complete, and the Division has no <br />comments regarding the analysis. <br />7. Page 2.05-46 explains that Coal Mine Waste strength parameters have been <br />derived from those used by Snowcap Cal (Coal?) Company at the Cameo, <br />operation. The Operator proposes to perform another stability analysis "with site <br />specific strength parameters within one year after the coal preparation plant <br />begins operation or after the coal preparation plant has produced one million tons <br />of clean coal whichever is later." The Division approves this proposed timetable <br />for a site-specific stability analysis. <br />8. Page 2.05-48 describes phase I and phase H of the coal mine waste disposal area. <br />Graphically, coal mine waste piles are presented in the Map 15 series, the Map 19 <br />series, and in Exhibit 16. Please clarify which portions of the pile are illustrated <br />in each location. <br />Rule 4.03.1 Haul Roads <br />9. The first paragraph on page 2.05-22 states that "The haul roads on site are within <br />the disturbed area. Therefore certain design and construction standards are not <br />applicable to these roads. It is the Division's determination that all of the <br />requirements of Rule 4.03. are applicable to all Haul Roads within the permit <br />area. <br />10. 4.03.1(3)(c) - Please provide an engineered design for the Haul Road structural <br />design portrayed in Map-22, including the resilient modulus of subgrade; and <br />base course and pavement strength parameters and thicknesses. <br />11. The Design and Construction section beginning on Page 2.05-22 does not contain <br />information regarding road cuts. Please expand the Design and Construction <br />section to address the subject of Road. Cuts, as required in Rule 4.03.1(3)(d). <br />12. The embankment text on Page 2.05-22 is not clear. Please clarify the text to <br />communicate that the described specifications will apply to all Haul Roads <br />constructed within the Permit Boundary.
