Sherman
Executive Director
Ronald W. Cattany

Date: 27 January 2009 Division Director
Natural Resource Trustee
To: Michael P. Boulay
From: Marcia L. Talvitie, P.E.G%l!.G>/L v?°?LZ?ci
Subject: Permit No. C-2008-086 - Red Cliff Mine
Preliminary Adequacy Review - Engineering and Geotechnical
I have reviewed the information submitted to date by J. E. Stover & Associates on behalf
of CAM Colorado for the Red Cliff Mine north of Loma, Colorado. My comments are
provided below, for your consideration.
Rule 2.05.3 Operation Plan - Permit Area
2.05.3(3) Mine Facilities
On page 2.05-6, the gradient of Haul Road #3 is given as 6%. This correlates
with the information shown on.Map 16-2, but is contrary to the text on page 2.05-
21. Please review the pages mentioned, and revise as necessary.
2. On pages 2.05-6 and 2.05-21, the average gradient of Haul Road #4 is given as
5%. The profile depicted on Map 16-2 lists grades of 10%, 6% and 7%, which
seem to be contrary to the stated average gradient. Please review and compare
the text and profile, and revise the text as appropriate.
3. Item 5 on page 2.05-7 and the second paragraph on page 2.05-9 describe the
"Gob" pile. Please revise the text in each location to communicate that "Gob " is
equivalent to "Coal Mine Waste".
4. The rail system appears in plan view on Map 15-5, and is featured in Section H-H
on Map 19-2. However, no profile or typical section have been provided to
illustrate the dimensions of the railway, including width, thickness of ballast,
ditches, H:V proposed for the cut slopes, etc. Please provide a profile and typical
section for the portion of the rail system that lies within the permit area.
Office of
Office of
Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines
