Cattany <br />Division Director <br />Natural Resource Trustee <br />The Division received Twentymile Coal Company's (TCC's) application for a technical revision (TR71) on <br />November 23, 2009. The application was determined to be complete on December 3, 2009. No comments <br />have been received from other agencies regarding this proposed revision. The Division has reviewed the <br />proposed revision and has the following concerns: <br />There is disagreement between the submitted text and Map #23. Revised pages 2.05-11.1 <br />(11/18/2009) and 2.05-13 (11/18/2009) reference LW panel 18-L, however the revised Map 23 <br />Mine Plan shows no LW panel 18L. Map 23 has Panels 12-L, 13-L, 13-Left Inby, 14-L, 14-Left <br />Inby, 15-L, 16-L, 17-L, 19-L, and 20-L shown in the Western Mining District (WMD), but no 18-L. <br />Please bring text and Mine Plan Map (Map 23) into agreement with one another. <br />Revised page 2.05-11.1, contains a reference to the 18-Right Ventilation shaft and associated <br />support facilities. The 18-Right shaft was sealed and the escape hoist was moved to the 18-Left <br />vent shaft location in late 2009, so this text should not include reference that the 18-Right support <br />facilities "will be used for mining coal in this part of the WMD permit area." Please update the text <br />on this page to reflect facilities status. <br />2. TCC submitted revised page 2.05-181.9 describing structures and surface features that may be <br />affected by mining subsidence. This page was revised with the approval of PR8 (rev. 4/29/2009). <br />The Description of impacts of mining to Routt County Road (RCR) No. 27 and RCR No. 37A have <br />been removed from the TR71 submittal of page 2.05-181.9. Please reinstate this information and <br />provide a discussion of potential impact of LW panel 19L to RCE No. 27. Please provide <br />information regarding the proximity of the end of the panel, and the angle of influence to the county <br />road. <br />3. Page 2.01-4, was previously updated with the approval of PR8 (revised date 4/10/2009).
