. BOWIE RESOURCES LIMITED
Permit No. 83DL062-1 F
lnitial Approval
Page 7
50.000 to 75.000 Ton Stockoile -After the stockpile reaches 50,000 tons, a surface stabilizer wiA
be applied to the stockpile. The surface stabilizer will be applied following stockpiling activities
when the stockpile will remain idle for one or more stockpiling work shifts. After the initial
application, the surface stabilizer will be reapplied to any portion of the stockpile (of 50,000 tons
to 125,000 tons in size) where new coal is added or where coal is removed. Modust, the latex
spray presently used on rail shipments or a similar product will be used for the stockpile surface
stabilization.
75.000 to 125.000 Ton Stockoile - In addition to surface stabilization, a wind barrier will be
constructed on portions of the south, west, and east crests of the stockpile to reduce disturbance
of the stockpile by wind. Pravaifing winds near Paonia are from the south-southeast at speeds of
approximately 10 mph in June. A snow fence type barrier will be placed on the southern, eastern,
and western crests of the coal stockpile to protect ii from these prevailing winds.
The stockpile area is situated in a cut of approximately 20 feet in height on the west and northwest
sides which aids in protecting the stockpile from wind disturbance. A road fill of approximately 30'
in height on the east and north sides of the stockpiling area further protects the stockpile from
wind disturbance.
3. Dust Control Inspection Program
Daily activity records will be kept for the stockpile and related facilities, when in use. The number
of truckloads added to or taken from the stockpile and the total daily quantity of coal contained
in the stockpile will be recorded. The dust control measures applied iie: water of roads and
stockpile, application of latex spray, etc.) will also be recorded. A copy of each completed record
sheet will be provided for inspection to the company's environmental specialist and kept on file.
This record will be made available for inspection by State and Federal officials upon request.
I
29/8/7
