0 2.05.4 Reclamation Plan <br />No further coal mining will occur under this permit at the Carbon Junction Mine. <br />At this time the surface disturbances associated with the Carbon Junction Mine; the North Pit, <br />North Pit Haul Road, South Pit Drill Pad, Permanently Reclaimed Spoils Area, and Equipment <br />Area have all been permanently reclaimed. The Carbon Junction Canyon Channel permanent <br />diversion has been constructed. <br />The access road to and through the mine site was approved for retention post -mine. <br />Sediment Ponds #1 and #2 remain in place pending the approval of Technical Revision 15. <br />Topsoil Stockpiles #4, #7, and #8 remain in place. Topsoil Stockpile #4 was to be used for <br />reclamation of the Ewing #1 aggregate operation, but was not so used. The topsoil in this pile <br />therefore is excess to the reclamation of the Carbon Junction Mine, and is proposed to be left in <br />situ as a distinct landform. Topsoil Stockpiles #7 and #8 are slated for reclamation of Sediment <br />Pond #1. <br />The reclamation plan is retained to describe the final reclamation activities that took place in <br />2006. <br />2.05.4(2) Reclama Plan Elements <br />The total disturbed area remaining at the Carbon Junction Mine to be reclaimed under this permit <br />was slightly over 37 acres at the beginning of 2006. The approved post- mining land uses for the <br />mine are industrial and commercial, recreation, and residential. Oakridge Energy, Inc., is <br />planning a large development on the entire mesa, of which the Carbon Junction Mine constitutes <br />only a small portion. Goff Engineering of Durango has been retained by the landowner to design <br />the development and work with the appropriate agencies on securing all permits required. <br />A Cross - Section Map provides a comparison between the existing and final topography. The <br />Final Contour Map shows the reclaimed contours at a contour interval of two feet. <br />Completed Reclamation <br />North Pit Reclamation <br />Coal stripping occurred at this location during the operation of the Carbon Junction Mine. Pre - <br />reclamation disturbance consisted of the exposed sandstone layer forming the base of the coal <br />seam that was mined, a relatively flat bench area, and adjacent downspoiled fill below the bench. <br />Reclamation of the North Pit involved the following tasks undertaken between May and August <br />2006: <br />1) Returned downspoiled fill from the slope below to the North Pit bench area. Downspoiled <br />material was used to partially backfill the bench area and sandstone scarp. A large tracked <br />excavator was employed for this task, sited on an intermediate bench below the main bench. <br />Abridged Permit Document 5-20 Feb 2008 <br />
