0 2 05 3 Operation Plan - Permit Area
2 05 3(1) Production Methods and Equipment
The Carbon Junction Mine was planned as a steeply dipping seam open pit mining operation,
extracting one thick coal seam above a competent sandstone base. Trucks and shovels (including a
backhoe) were used to conduct overburden extraction and coal removal.
2 05 3(2) Operation Description
No further coal mining will occur at the Carbon Junction Mine under this permit. The mine has
been reclaimed. Remaining activities will be limited to those necessary to monitor reclamation.
2.05.3(3) Mine Facilities
No mine facilities will remain after completion of reclamation with the exception of the paved haul
road that has been approved for permanent retention. Sediment control structures will be removed
after a demonstration of erosion minimization attainment as provided for in the CDRMS liability
and bond release criteria or retained for post - mining development of the site (with CDRMS
approval) based on plans for the approved post- mining land uses. The following information is
retained for historical documentation and perspective and to demonstrate regulatory compliance
where applicable.
Mine Support Facilities
The Disturbance Map 5 -2 shows the former location of all of the anticipated or actual mine
facilities and each structure is labeled according to its intended and current use. All facilities have
been removed from the mine site or reclaimed. Each facility is designed to be mobile or portable.
No permanent facilities were constructed.
Prior to construction of the facilities, all topsoil was salvaged and stored (see 2.05.3(5) and Map 5-
1). The facilities were located and constructed according to the particular specifications for that
structure. There are no specific design criteria for the particular structures other than criteria
assigned in designing the sediment control system and the air pollution control measures, both of
which are described in this section.
Existing Facilities
There were no regulated existing structures on -site prior to mining and as a result, there are no
compliance plans, or designs which are required by this section.
Roads, Conveyors, and Rail Systems
One haul road from the pit to the staging area as shown on Map 5 -1 has been constructed. The haul
road described below has been designed to comply with the design specification of Rule 4.03.1.
The road is approximately 4,000 feet long and the overall grade will be five percent (5 %).
Abridged Permit Document 5 -3 Feb 2008
