1.0 PROJECT DESCRIPTION <br />Coulson Excavating Co., Inc. (CEC) proposes to mine sand and gravel from <br />approximately 50 acres of a 132.63 acre parcel of land at the Stroh Pit. The raw <br />sand and gravel will be transported due east to the adjoining Kirtright Pit (USR <br />approved March 16, 1987) for processing. It is understood that importation of <br />sand and gravel for processing at the Kirtright USR was not included in the 1987 <br />USR. This application also includes amendment of the Kirtright USR to enable <br />importation. <br />1.1 MINING PLAN <br />Mining has been divided into two areas which are referred to as West pit (35 <br />acres) and East pit (15 acres). There is a 1 00f gas pipeline easement that <br />separates the East and West pits. <br />The sand and gravel reserve occurs at approximately 6 -8ft below the ground <br />surface under a layer of topsoil, silt, fine sand and clay. This top layer is <br />commonly referred to as overburden. Overburden will be stripped in <br />approximately 5 acre portions to unearth the sand and gravel below. The initial <br />volume of overburden will be stockpiled around the south west corner of the west <br />pit to provide screening from the Thompson River Ranch subdivision. Mining <br />then will begin in the south west corner of the west pit and proceed north. <br />Reclamation will occur concurrently wherever possible, which means overburden <br />will be backfilled. directly into the mined out hole during the stripping process. <br />Following mining of the west pit, mining will begin in the south west corner of the <br />east pit. Similarly, the initial overburden volume will be used to construct a berm <br />along the south side of the east pit. Mining will then proceed to the north. <br />It should be noted that the mine plan could vary'due to unforeseen site <br />conditions, however it is expected to generally follow the plan identified herein. <br />1.2 RECLAMATION PLAN <br />The west pit will be reclaimed to leave a 28.4 acre lake and a portion of backfilled <br />pit area south of the lake. The east pit will be reclaimed to leave a 10.5 acre lake <br />and a portion of backfilled pit area south west of the lake. CEC will not build an <br />earthen liner for the lakes and as such, groundwater will be allowed to fill the <br />lakes. Final augmentation water to offset evaporative loss due to the lakes will <br />come for either existing water rights for the property (Hillsborough Ditch) or other <br />water rights owned or acquired by CEC. All slope grading and revegetation will <br />be completed per rules and regulations of the Colorado Mined Land Reclamation <br />Board. <br />Stroh Pit USR Application <br />Page 2 of 23 <br />
