(i) Please specify whether any explosives will or will not be used in the course of <br />mining operations. <br />6.4.5 — Exhibit E, Reclamation Plan <br />(1) is adequate per plan narration. As noted in (1) however it is better to commit <br />to a range of topsoil rather that a specific depth. Staff recommends a range of <br />8" to 14 " with an average of 12 " rather than a hard depth of 12 ". <br />(2) (a)(b) are adequate per plan narration. <br />(2) (c) Please refer to Rule 3.1.: <br />3.1.1: The final land use is wildlife habitat with a lake. <br />3.1.2 is not applicable. <br />3.1.3: An acceptable timetable has been proposed. <br />3.1.4 is not applicable. <br />3.1.5: is adequate per plan narration with the following clarifications. <br />(5) not applicable <br />(6) not applicable <br />(9) If Elam wishes to import fines and reject materials for fill from the Bunn <br />Ranch it is advisable to address the requirements of this rule now to prevent <br />delays and extra costs associated with a Technical Revision later. <br />Rule 3.1.6 Water - general requirements. The applicant indicates it has applied for <br />a well permit through the Office of State Engineer. No groundwater may be <br />exposed until well permit is issued or bonding is in place to backfill the pit to two <br />feet above the natural high water table. <br />Rule 3.1.7 Groundwater quality or quantity may be an issue for the Division of <br />Water Resources. DRMS has not received the requested response to DWR from <br />the applicant which may require further review. <br />Rule 3.1.8 Wildlife is addressed in Exhibit H. <br />Rule 3.1.9 (1), Topsoil: Please confirm that any topsoil left in place for more than <br />180 days or one growing season will be protected from wind and water erosion <br />with the temporary seed cover proposed in the reclamation plan. <br />Rule 3.1.10, Revegetation: <br />(1) Dry land and wetlands seed mixes are adequate. Based on the number of trees <br />being taken out and DOW comments DRMS recommends the addition of <br />cottonwood seedlings in a modest amount to the reclamation plan. <br />(2) is not applicable, <br />(3) Noted rangeland areas are flat. <br />(4) Please commit to ensuring no livestock will be permitted on site until the <br />permit or area is released by DRMS. <br />(5) is adequate per plan narration. <br />(6) is adequate per plan narration. <br />
