Cattany <br />Division Director <br />Natural Resource Trustee <br />Grand Junction, <br />Re: Ready Mix Pit Permit M- 1977 -023, Problem Corrections for Ins ection Date 9/15/09) and Technical <br />Revision (TR -2) Approval. <br />Dear Mr. Kearl, <br />I have reviewed the information that was sent to me by Mr. Justin Aubert of your office, consisting of a technical <br />revision that is intended to correct two problems found at the above -named permitted site. The technical revision is a <br />weed control plan, prepared or reviewed by the Gunnison -area weed control office, and a request to import offsite- <br />generated earthen materials on an occasional basis. All these items are discussed below. <br />Problem corrections <br />Permit ID Sign. United Companies has provided a photo of the permit ID sign posted at the entrance to the site. The <br />problem related to lack of a sign has been corrected. Please ensure that it is maintained throughout the life of the <br />operation. <br />Steep (Unreclaimed) Pond Slopes. United Companies has provided a reasonable timetable to perform the grading <br />needed to reduce the gradients to the approved final slope (during 2010). This problem has been corrected, though this <br />office will continue to inspect the pond slopes for conformance with the reclamation plan. (Note: All grading <br />performed should be reported in the permit annual report. The operator is also reminded that performing such <br />reclamation grading may result in a bond reduction. Please contact this office if there are questions.) <br />Poor Containment of Hydrocarbons. United companies has provided a description of the removal and/or <br />replacement of various vessels and fluids, and the provision of adequate secondary containment for onsite storage. <br />This problem is now considered corrected. <br />Importing Offsite- Generated Fill Materials. United Companies has provided a commitment to submit a Notice, <br />pursuant to Rule 3.1.5(9), each time that offsite backfill materials are to be imported. The problem related to such <br />importing of fill materials has been corrected. <br />Presence of Noxious Weeds. United Companies has provided a copy of its Gunnison- and Crested Butte -area weed <br />control plan.
