III. COMMENTS- COMPLIANCE <br /> Below are comments on the inspection. The comments Include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a partial coal inspection conducted by Jason Musick of the Colorado Division of <br /> Reclamation, Mining,and Safety (Division) on 09 December 2009. The weather was clear and the <br /> ground was snow covered during the inspection of the site. Graham Roberts of TMI accompanied the <br /> inspection. <br /> Trapper continues to progress with mining in the F-Pit and K-Ridge. Activity in Horse gulch is <br /> progressing as permitted under PR-06. The small area of D-Pit is being utilized for the newly acquired <br /> truck/loader fleet. y� <br /> AMIIA <br /> , <br /> �I <br /> ..._ <br /> Roads <br /> All haul roads in use were dry with slight snow cover at the time of the inspection. All haul road side <br /> ditches were snow covered at the time of the inspection. No signs of damage or erosion. Access <br /> roads were wet with full access. All access roads were snow covered and appeared to be stable with <br /> no damage noted. <br /> Hvdroloaic Balance <br /> The construction of the underdrains associated with the Horse Gulch Fill is progressing. Underdrain <br /> rock material was being installed at the time of the inspection. The keyway for the underdrain <br /> material has been completed with approximately 600 feet of material to be placed. The rock placed in <br /> the underdrain is in compliance with Trapper's permit and Rule 4.09.2(2). Fabric is in place over the <br /> rock material as noted in Trapper's permit. No problems were noted with the underdrain construction. <br /> The disturbance area runoff associated with the Horse Gulch Fill reports to Horse Pond. Horse <br /> Pond's had no incoming water noted and no discharge noted. <br />
