The Loadout site is currently in Year 10 (2009) of the 10 Year Reclamation
Liability Period. During EFCI's operations and reclamation tenure of the Loadout,
water samples and analysis collected have shown no detrimental effect to the
receiving waters of Oak Creek caused by mining/reclamation at the referenced
site. A summary of historic water quality and quantity is shown as Exhibit A and
is included with this submittal.
The Loadout was reclaimed during 1997 but was reseeded in 1999 which restarted
the reclamation liability clock. A final bond release has not been requested for the
Loadout because of stated interest from Northfield Partners, LLC to acquire the
Loadout site to use as a coal Loadout facility for their proposed Northfield mining
operations. On the interim, while Northfield develops their mining project, EFCI
requests termination of the two water sample sites, OC 1 and OC2 due to the
disturbance mentioned above.
Other monitoring requirements such as monitoring Ponds No. I and No. 2 for
water discharge, structure integrity, erosion control and such requirements as
stated in EFCI's approved permit document will continue until such time the
proposed Northfield operation acquires the reclamation liability or EFCI receives
approval for final bond release of the Loadout site.
List of enclosures with this submittal:
• Technical Revision Request Form
• Replacement pages for the Permit Document
• Copy of proposed public notice
• Exhibit A: Loadout Site Historic Water Quality/Quantity
• Map: Loadout Area Surface & Groundwater Hydrology Map, Map 13
• Photos
If you require any additional information, please contact me.
Sincerely,
tea -
rge V. atterson
Gen Mine Manager
