The water sampling sites to be <br />effected are located in Oak Creek which skirts the west boundary of the so called West <br />Loadout. The two water sampling sites are designated as OC 1 (downstream of the <br />Loadout) and OC2 (upstream). The sampling sites are shown on the Loadout Area <br />Surface & Groundwater Hydrology Map, Map 13. <br />Justification to terminate water monitoring/analysis is as follows: <br />The railroad trestle that spans across Oak Creek was rebuilt during the summer of <br />2009 which resulted in major disturbance to the Oak Creek creek bed and <br />embankments. The trestle is located adjacent to the southwest corner of the <br />Loadout boundary which is `down stream'. (downgrade) in relation to the sites <br />surface water drainage area. Concrete footers and an abutment were installed in <br />the creek bed and embankment. Disturbance in and across the stream bed extends <br />approximately 200 ft upstream and 100 ft downstream. EFCI submits that <br />continued sampling of sample site OC 1, being located downstream, the water <br />sample and analysis would be distorted by activity other than that of EFCF s <br />Loadout reclamation activities. <br />Sample site OC2 is located upstream, well above the Loadout site. When OC1 is <br />terminated, if approved, OC2 is no longer a benefit as a basis of comparison of <br />the water analysis concerning the Loadout site.
