Exhibit 81 <br />Mountain Coal Company, L.L.C. West Elk Mine <br />Coal Preparation Plant and Associated Coal Handling Facilities <br />provide for stabilization of each conveyor support foundation. Refer to the attached geotechnical <br />investigation and recommendations memo for more detailed information. <br />Preparation Plant <br />The Preparation Plant will be located on the existing LRP mine bench. The Preparation Plant building will be <br />approximately 40 -feet wide, 109 -feet long and 148 -feet tall. The building will steel -sided and completely <br />enclose the washing and coal handling equipment. <br />The Preparation Plant will separate the ROM coal material into salable coal products and coal refuse. The <br />salable products will be blended in the plant as required to meet customer specifications and directed to <br />product storage (existing ST -4 or new ST -5). The refuse material will be conveyed by 550 -foot long, 36- <br />inch wide conveyor PP -4 into a 300 -ton truck loading bin at the existing RPE coal refuse area. The truck <br />loading bin will load off - highway trucks for distribution to the existing RPE coal refuse pile. Conveyor P -6, <br />a 200 -foot long, 36 -inch wide stacking conveyor and the fines stockpile on the LRP allow for temporary <br />storage of up to approximately 5,000 tons of coal and /or coal fines product. If needed, the fines can be used <br />for later blending to meet coal quality specifications, or can be transported to the RPE for disposal, <br />depending on the quality of the fines. <br />Water will be supplied to the Preparation Plant via a new 8 -inch diameter buried HDPE pipeline. The <br />pipeline will tie into the FW -1 outlet south of the ST -1 coal stack tube to provide the necessary volume of <br />water to complete the coal washing process in the preparation plant. When operating at full capacity, the <br />plant is expected to consume approximately 52 gpm of raw water from MCC's existing water rights in FW- <br />1. The coal preparation plant is a closed loop system designed to produce no effluent. As a precaution, a <br />buried HDPE discharge water pipe will be installed to flow to a sediment trap to be constructed on the south <br />east corner of the bench and flow to an existing LRP perimeter drainage ditch. <br />Plant Control and Lab Building <br />The Plant Control and Lab building will be a two -story enclosed building, approximately 40 -feet wide, 50- <br />feet long and 30 -feet tall, on the south side of the preparation plant building. The preparation plant controls <br />and operating facilities will be housed on the top floor and third -party- operated laboratory facilities will be <br />housed on the bottom floor. The new lab facilities will replace the existing lab facilities currently located <br />near existing coal stack tube ST -4. <br />Product Conveyors and Storage Additions <br />Product conveyors P3 and P5 are 950 foot long, 36" wide conveyors that are constructed side -by -side within <br />a single truss structure from the Preparation Plant to new stacking tube ST -5. Product conveyor P -4 is a 200 <br />foot long, 48" wide conveyor designed to move plant product from conveyor P -3 to existing stacking tube <br />ST -4. P -4 can also be reversed to move material from existing product conveyor S -3 to ST -5. Product <br />conveyor P -5 is designed to discharge only to ST -5. The existing R -5 reclaim conveyor and tunnel will be <br />extended to a point east of ST -5 to provide for reclaim to the existing unit train loading conveyor. <br />08109- TRIM; Rev. 09109- MR357 <br />
