•
Township 6 North, Range 90 West 6"' P.M.
Section 31, lots 5 thru 20, inclusive;
Section 32, lots 1 thru 16, inclusive.
In addition, this mining plan modification will authorize the recovery of approximately an
additional 17.4 million tons of Federal coal lying within the mining plan approval area
during the life of the Trapper mine that was previously included in the approved permit
area.
The life of the mining operations is not expected to change under Colorado Permit
C-1981-010 and this proposed mining plan modification due to future changes in
production rates and contract obligations.
The average annual production rate and the maximum production rate would not change.
The approved State permit area would not increase from its present 10,382.3 acres and
surface disturbance within the approved State permit area would increase by 312 acres
from its present 3,670.01 acres to a new total of 3,982.01 acres.
•
This mining plan modification will not add any more acres of Federal surface lands or
Federal coal to the approved permit area shown on the map included with this decision
document.
The post mining land use within the permit and mining plan area would not change.
The CO-DRMS has not placed any Special Conditions on this permitting action.
Trapper Mining, Inc.'s proposal does not require any additional special conditions to
comply with Federal laws.
IV. Review Process
The CO-DRMS reviewed the PAP under the Colorado State program, the Federal lands
program (30 CFR Chapter VII, Subchapter D), and the Colorado cooperative agreement
(30 CFR § 906.30). Pursuant to the Colorado State program and the cooperative
agreement, CO-DRMS proposed approval of the permit revision on September 22, 2009,
the proposed approval became final on October 23, 2009.
•
OSM has consulted with other Federal agencies for compliance with the requirements of
applicable Federal laws. Their comments and/or concurrences are included in this
decision document.
