Background <br />2 <br />The Trapper surface coal mine is located in Moffat County, Colorado, approximately six <br />(6) miles south of the town of Craig, Colorado on Colorado State and private lands. The <br />mine has been in operation since 1977 and employs 170 people during full production. <br />The current life of the approved mining operation within the approved permit area is <br />estimated to be approximately eleven (11) years. The mining operations use a <br />combination of dragline, truck/loader and limited highwall miner mining methods. The <br />average production rate is approximately 2.3 million tons per year from the "H," "I," "J," <br />"K," "L," "M," "Q," and "R" coal seams and is approved to reach a maximum production <br />rate of 2.6 million tons per year. <br />The original mining plan for portions of Federal leases C-07518, C-07519, C-25948, and <br />C-079641 at the Trapper Mine was approved on April 15, 1983. Since that approval, <br />there has been one (1) mining plan modification for the Trapper mine, for portions of <br />Federal leases C-07518 and C-25948, which was approved on June 13, 1988. <br />• The State's current permit area covers 10,382.3 acres and 3,670.01 surface acres are <br />currently disturbed within the permit area. <br />No acres of Federal surface land, 4,663 acres of Federal coal, and 25.5 million tons of <br />Federal coal remain within the current permit area. <br />The post mining land use within the currently approved mining plan area is cropland, <br />rangeland and wildlife habitat. <br />III. The Proposed Action <br />This mining plan modification is for Federal leases C-07519 and C-079641. Specifically, <br />the mining plan action proposed by Trapper Mining, Inc. consists of recovering <br />approximately 8.1 million tons of Federal coal disturbing 312 acres that were previously <br />affected by a landslide within the area covered by Colorado State permit C-1981-010 <br />during the 2008 - 2012 permit term, in: <br />Township 5 North, Range 90 West 6th P.M. <br />Section 5, lots 5 thru 20, inclusive; <br />Section 6, lots 8 thru 23, inclusive; <br />0
