OGCC GCC Energy, LLC
Telephone: 970.385.4528 6473 County Road 120
E n e r g y "Safety as a Value" Facsimile: 970.385.4638 Hesperus. CO 81326
e. The revised velocities calculated for the wider East Clear Water Ditch
demonstrate that a ditch liner will not be necessary.
3. Appendices 11 (1, 2, 3 and 4)
d. Scott Fleming, P.E., as part of this response, is providing a new schedule of
all project culverts and ditches with calculations performed using the Rational
Analysis method rather than SEDCAD. These calculations supersede the
culvert and ditch calculations provided by Tom Paluso, P. E. in Appendices 11(2)
and (3). Mr. Fleming has re-worked parts of the Paluso report, leaving Appendix
11(1) 8s (4) intact. Culvert and ditch calculations are now within Appendix 11(2)
8s (3). The East Clear Water Ditch, in its original configuration, had potential
velocities that would have required armor lining. The new configuration exhibits
velocities less than 6 feet per second, thereby eliminating the need to armor this
ditch. Mr. Fleming verifies this in his report attached as Appendix 11(2) & (3).
e. Specifications for channel liners can be found on Maps King II-007F and G.
E Appendix 11 is being re-submitted in it's entirety, including the appropriate
P.E. stamped cover pages. It includes sections (1) thru (4) as listed above,
Appendix 11(5) as listed in "h" below and Appendix 11(6) which consists of Scott
Fleming, P.E.'s As-Built Sediment Pond Certification as provided to you in
person on September 15, 2009 (with certification maps now embedded into
Maps King II-007 D thru G). His summary report can be found at the beginning
of Appendix 11.
g. As stated above, Appendix 11 is re-submitted in its entirety, and includes
drainage basin maps as requested.
h. The "Safety Factor Analysis for Sediment Pond" has been re-located in the
permit from Appendix 11(D) to Appendix 11(5) . The entire section, including a
revised cover page and first page, is part of this submittal.
4. Appendix 10
a. (i) The haul road, in plan view, is now shown on Map King II-007E. Haul road
design detail is shown in Detail 5 on Map King II-007F.
a. (ii) The haul road certification letter by Scott Fleming, P.E. is included and
should be inserted into the permit application document as Appendix 10. The
existing Appendix 10 contents, Haul/Access Roads by J.T. Paluso, P.E. is
superseded by this letter and referenced drawings (Maps King II-007 D thru G).
