c. A blasting plan will be provided for Division review by a qualified blaster in the
event blasting is necessary for extraction.
d. Please find a revised Exhibit C -2 Mine Plan map reflecting the correct sequence
of mine phases.
111. Exhibit E Reclamation Plan 6.4.5
a. All available growth medium will be salvaged for reclamation.
b. Please increase the affected area to the permit boundary of 559.22 acres with
the understanding that bonding will be limited to the affected and proposed
affected area at any given time.
c. Slopes will be blended with the natural topography and reclamation will be
consistent with the recommendations of the Plant medium Conservation
District dated August 29, 1997 with the following exceptions:
L Slopes will be maintained at 3:1 or gentler.
ii. Site growth medium will be mixed with gypsum fines to place on slopes
or rebuild the pit floor concurrent with mining.
iii. Exploration drilling has not penetrated the sandstone pit floor
therefore, scarring will not be possible.
iv. The access road will not be reclaimed at the request of the land owner.
I'V. Exhibit G Water Information 6.4.7
a. During initial mining activity, a stormwater sediment pond will be constructed
south and east of the process area within the affected area. Runoff from the
active mine area will be diverted to the sediment pond. As mining progresses
and a pit floor is established, perimeter berms will be constructed to contain
any runoff that comes in contact with mining operations. A berm will be
maintained along the drainage ravine until final reclamation when grading and
revegetation establishes rangeland with naturally effective percolation and
drainage characteristics.
b. According to the Aquamap function on the Colorado Department of Natural
Resources, Division of Water Resources webpage, shallow wells are not
documented within 600 feet of the proposed permit area.
V. Exhibit L Reclamation Cost 6.4.12
a. Proposed reclamation bond is based on up to ten acres under reclamation at
any one time. The current Western Nutrients disturbance is 3.76 acres and is
already bonded at $20,600. This disturbance will be reclaimed with a temporary
seed mix since mine progress projects mining the disturbance in approximately
20 years. Bond release for this area will be pursued at the appropriate time.
The initial mine disturbance, Preliminary Processing Area, is comprised of 3.45
acres and Phase 1 is 2.36 acres. All three areas total less than 10 acres in
reclamation, worse case scenario. The processing area will move onto the pit
floor upon commencement of Phase 2, allowing for reclamation of the
Preliminary Processing Area.
b. Fifty foot benches will be constructed every ten vertical feet as stated on page 7
in the last paragraph. The reference to "15 to 20 foot bench ", also on page 7
but in the preceding paragraph, is describing the predicted mine face
rron et nn ,rr n da tc \ies 1 In cc,
1107 Main Street, Canon City, CO 81212
www.envalternatives.com • e -mail: eai @bresnan.net
Phone: 719 - 275 -8951 • Fax: 719 - 275 -1715
