III. COMMENTS - COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during <br /> the inspection. Comments also describe any enforcement actions taken during the inspection and the <br /> facts or evidence supporting the enforcement action. <br /> Processing Waste (continued) TCC has submitted TR67 for a large expansion of the existing refuse pile. <br /> The approximate footprint of this expansion was walked. No problems were encountered during the <br /> walk. A small rip-rapped drainage was encountered towards the SE extent of the proposed pile. Though <br /> this drainage had previously been rip-rapped, and had check dams, no sign of large flows down this <br /> channel was apparent. This drainage will be considered as the Division conducts its TR67 review. <br /> Revey,etation: TCC conducts regular weed control throughout the mine. Summer crew is working on <br /> spraying weeds on the mine site. Canada Thistle (Cirsium arvense) and Houndstongue are apparent this <br /> time in the growing season. A small patch of yellow toadflax (linaria) was noted east of the access road <br /> to the Train Load out. Since there are few of these noxious species in the area, this patch should be <br /> eradicated quickly. TCC should continue to monitor previously sprayed areas and reapply weed killer to <br /> the re-emerging plants.Numerous white top and thistle patches had been previously sprayed and were <br /> showing signs of chemical uptake. Weed crew continues to spray weed patches as necessary. <br /> Wildlife: Two adult and two juvenile Sandhill cranes were observed on near Foidel Creek and the RR <br /> underpass. <br /> Support Facilities: TCC needs to complete clean up of the hydraulic oil spill at 6MN facilities area <br /> and 18RT area. TCC reported that they were working with the Milner landfill for final disposition of the <br /> affected subsoils. TCC has hauled road base material to 6MN for spreading on the facilities area. <br /> 18LT Ventilation shaft pad area construction continues. The Contractors were drilling both of the large <br /> boreholes simultaneously. No problems were observed in this area and the project appears to be <br /> proceeding as permitted. <br /> The emergency overflow sump south of the Wash Plants 1 & 2 was almost dried up. Regrading of this <br /> location should occur before the Summer Monsoon weather flows begin again. <br /> The train load out drainage still needs additional work to define were flow is to be routed. Disturbance <br /> area boundary markers are needed on the north side of this pad to assure workers recognize the extent of <br /> the pad area. A road sump on the west side of the Truck Load out access road needs clean out of <br /> sediment. <br /> Truck Loadout area still needs drainage defined to assure that runoff from this pad goes to Pond C as <br /> designed instead of Pond B. This potentially may be handled by definition of the existing ditches. <br /> B-O-B facilities needs cleanout of two of the culverts. The NW ditch at the BOB pile is still in good <br /> shape but coal is starting to be pushed into the rock check dams again. TCC needs to clean out the coal, <br /> and defining posts at the edge of the pile extent may assist dozer operators in recognizing the edge of the <br /> ditch. <br /> Rock dust tanks N of RCR#27 and at 6MN have had some dust spillage. TCC has new dust collectors <br /> and need to install these on the tanks. TCC will need to clean up spilled dust. PM boneyards have had <br /> extensive clean up and hauling away of stored material. <br /> 4 of 6 WHITE-File YELLOW-Operator PINK-Specialist <br />
